Indians living on a reservation under federal supervision cannot vote. Congressman Ellis of Oregon is of the opinion that just at present a certain kind of hysteria -prevails throughout the country. Ha says that if an announcement is made that some senator, Fora ker, Tillman, or any other man, is going to flay some public offi cial it is almost certain to draw a crowded house. People flock to the senate to hear public men scourged by other public men. Ellis said that the same was true outside of congress as there seems to be a desire on the part of the people of the present time to have other people flayed for their alledged misdoings. By an overwhelming vote, President Roosevelt's four battle ship programme failed in the Satiate, just as it did in the House. The amendment for four battle ships was introduced by Senator Pflaaand the fight for its adop tion was led by Senator Bever idge. Twenty-three votes were cast for the increased program, (the number being largely made ubof recently elected Senators. Fifty Senators voted to support the House and the reccomenda tiop of the Senate naval com atittee for building only two bat tleships.
