BLANKCT ntAMCHUXS Tht Councila of small cities are aometimei hasty and act ill-ad-viscdly in cranting- franchises, and it it usually not until it is too late that their mistake is recog nised. The Government has asked the Council for a perpetual blanket franchise for an electric and telephone line throught the city. From present indications the Council seems disposed to grant it, although such a propo sition would not be considered a moment if asked by any one else. It is right that our town and county ahould give every en couragement in their power to the government, but at the same thne w do not believe the gov ermnent ahould make any un reasonable requests of our coun cil. The citizens of to-day are assuming a great responsibility when they bind the future gen eration to a perpetual franchise, and especially a blanket fran chise, without any restrictions whatever. Now it is just possi ble that Klamath Falls will even tually own it own light, water and power systems and there would also be a possibility of the city having to compete with the government. While this is not probable, we believe that it is only fair that the government ahould stale definitely just what it wants and for what purpose and have the same incorporated in tht franchise. Watson, register THK BBAT OBBOr AMCK If the draymen of this city realy desire a dray ordinance they should revise the one which has been introduced as it will never be patted as it is. In the first place there it no protection to the people in the matter of rates to be chargea. There is nothing to prevent them from charging pro hibitive rates, if they so desired, and the public would be compelled to hire only those who held a li cense and would have to pay their office. We do not anticipate any thing of this kind at the present time, but it is what might occur in the future. The main objec tion, however, is that a yearly licease of this kind would tend to retard development and be an in coavetiience to builders and others There are usually two or three Btonths in the year when there it a great activity in building and other improvement. Dur ing this time it is almost impossi ble to engage sufficient teams to do the hauling. It is necessary to nut on extra teams at this time, and no team could afford to pay a $40 license just for two months work. If the ordinance provided for a quarterly license andthe draymen arranged for a winter and summer schedule, we believe they would be given suffl ' citnt and proper protection. Some of our citizens are of the opinion that the Council can fill a vacancy for the unexpired term of an officer, whose office has be come vacant by death, resigna tion or removal from the city. The charter is vary plain on this point It provides that vacancies shall be filled by election of the eouncil and any officer so elected shall bold Us office untill the sat ensuing general city elec tion.
