Th spectacle of the CouKiess of the United States of America layintj a message of the President on the table, is one of the most disgraceful exhibitions of the abject subjection of that body to what Tom Lawson terms ."The System" that could possibly be fouud. Why was it done? Simply because President Roosevelt is a tcan of couraite and of honest convictions. He knows that both bodies of congress are rotten to the core. That special interests are taken care of with promptness and dispatch, while remedial or other legislation u tabled, or pigeon holed, as promptly, lie knows that there is a cause for euch thiDRS. He bad a branch of the government under his care and pur posed using it. no matter how hi'trb might be ibe individual interest. That was the secret service. He caught one Mitchell, not unknown to fame in Oregon and another Oregon man, evidently of German extraction, by name of Binger Herman elso was in the toils. He got another named Burton, of Kansas, and another from Missouri who bad to be shown. Then Oily Joe Foraker slipped off his high i-erch and wallowed in Stan dard Oil, and notwithstanding bis desperate uon tortiou ' 10 remove all traces of the grease, the Secret Service atakwastoo cute fur him. Other delect-1 Kdtrble ones became panic sriken within i "If ranks of both poltical parties. I m" Bailey got a blackeye, and Pitch- i 1DP" Tillman was caught in a land a or, re iug scl e ne in Oregon. Some ; aVnv a d bad to be done The secret 0Iiijinre w as too ubiquitous. o con-1 JuI.ocloiP1011" malefactor was safe. Party : Lady By tbey knew w ould not save them, wsf ould Mr Roosevelt uncover any of j fce.heir dirty acts, either public or pri- j avate. Aha! We have it! We will "r withhold appropriati ono for the Secret Service. That wil'. put all the Sher lock Holmeses out of business, and I the Bit: Stick will be powerless. (t was done. But it did not end j there ! ! Mr. Roosevelt came right back with a message scoring the American Con gress for its little meanness, and showed tbo American people there was need and in plenty, of the Secret Service. Congress natural:y did nut like this, and has since acted like a lot of two year olds who were denied some of their imagined rights. ; The President is right, and in his action he will be backed up by the people generally; while, of course, all j tbe special and class benefactors, oi 1 ma'efactors, will use every effort to ! defeat his honest endeavor to cleanse I tbe Augean stables. ' In this connection, what a pity it i is that there is not some provision in our organic law that could disperse tbe Congressional mob, and throw it back to the people for censure or sup poit, as is tbe case with every other nation that makes any pretense of civilization I But, we are powerless to right the wrongs we know exist, because of constitutional limitations framed long ago when there could bave been no conception of the pres ent needs. In this one particular , instead of being a bulwark of liberty, tbe inelasticity of tbe constitution has been the very rampart of oppress ion, that baa been more potent in binding the American people to tbe oligarchy of wealth, than any other factor I It ia all wrong, and if President Roosevelt iu bis fight against these things, only educates tbe people and nets them to thinking along lines that will relieve them some future day, be will yet occupy a place in tbe minds of men only equalled by that of Wash ington and .Lincoln I It is too bad that bis career of bigb official usefulness is bo soon to end. Hut, one thing is assured, and that is, so long as be baa life to lift bis voice or weild bis pen, be will be found in the fort-front of the fight for . . . . .. right, ami evil ioer, do n.aV er uuw, hiuh or iw treir ataiioo. win uuu him an nnreleutlng and inveterate foe I May bis days l long lo the land I Aiud J. Pothler, a Frence Canad ian haa taken otflce as Governor of Rhode Island. He is not the Hrt Canadian to make Rood in this country, and if that aeiifeleas fence bewteen the two countries was broken down, there would W more of them reach Mgn places in this country. There are lots of bitf brainy fellows up there who need mora room for their abilities than is adorded them in the provinces, and the same can be said of th meu of Austra la and ,ew Zealand.
