By Col. JOHN JACOB ASTUR. ot Niw York. J J J nrn flint tlm I nicrcially prnctical, but it is n difTcront Btory with tho aerojilanc. IT 13 BOUND TO BE USEFUL FOR CARRYING PA83ENGERS AND IN WAR. n Tho balloon must sail with the wind. Tho aero plane even now can buffet quite a strong breeze. Thero U no reason to assume that it cannot bo IMPROVED VASTLY and in time bo able to negotiate any ordinary current of air. Then it will become most useful for carrying passengers and especially so in war. Men who fight must necessarily take some risk. WHAT A REMARKABLE AID A WORKING AEROPLANE WOULD BE TO AN ARMY WHICH NEEDED A MEANS OF RECONNOITERING OR WANTED TO 0B8ERVE THE POSITION OF THE ENEMY. K t t And added to this is tho facility for flying over the enemy and dropping explosives into his camp. It is almost impossible for rifle bullets to reach such a machine, and modern field guns could not bo trained high enough to hit one. The ONLY CHANCE would be for an expert rifleman to hit the man at the motor. A bullet through the canvas planes would not harm the machine in the slightest. And what chance has a rifleman to hit a machine going forty miles an hour through the air 1,000 feet or more above the surface of tho earth t Every American must feel proud of the work of the Wrights on both sides of tho Atlantic. They have carried off all records here and 11 records abroad. They have solved the problem of aerial flight without any doubt. Their machines are rightly designed, and it seems only nocessury to perfect them to make them practicable and of com mercial use. 1 Tin' cmiiit r.v i-oiihIhI ol ii rut her lilyli plutcim. varying In iillltiiili' from nliont il.lHiO fret nbove wen on Iim i'iihii iii border to about -Lmw lift on I t III WI'Ht . 1 It la hounded on t In norl h liv tin1 I 1,1 I M.. CUE cause of labor has been affected somewhat by the busi ness depression, as a matter of course. But, on the whole, except for unemployment and irregular employment, tho present labor conditions may be said to bo pretty fair that is to say, thero are no serious strikes anywhere at the present time. ORGANIZED LABOR HAS HELD ITS OWN THROUGH PRESSING TIMES. There has been no loss of membership, and labor has suffered merely in the GEXKRAL HARDSHIP that has affected all indus trial classes. The significant fact of the labor situation throughout the u.al-y timea, if they are to be called such, has been th fact that v hr-rcvor labor has been well organized there has been NO REDUCTION" IX WAGES, whereas among vocations where labor was - t wc'.l organized there have been frequent reductions of wages. I v .' I do not mean that there have not been men out of employr : ....J men laid off where labor was well organized, but tho SCALE OF WAGES under such conditions IIA8 BEEN MAINTAINED.
