for the reason that private property
has to tie appropilated for that pui
pose, and us it is oue of the funda
mental principles of law guaranteed
by Article & as Amendatory of the
Constitution of the United States,
which provides, "that no person shall
be deprived of property without due
process of luw. "
Petitions, therefore, for the purpose
of laying out and opening of public
roads are so difficult to prepare, that
the Court would suggest in all mutters
o f this kiud, thut tbe services of a
competent and experienced person be
secured to prepare the necessary pu
pers iu order that the same may con
form to tbe manifold requirements
of the law governing such matters.
