Of the many who are,thinklug and talking there 1h no small Hr tvnt of them who know nothing of tin working of Loral Option. Then? seems to bo consider able jealousy between thechnmpiona of Local Option and oM line prohi bitionists. The Prohi's fear the lienency of the local optlonlsts' course of procedure, but as the matter was taken out of the p roll I '8 hands aud placed with a committee of 43 rortlanders, who claim the lionora of carrying the thing, to a successful end, the prohibition peo ple will allow the victors to proceed providing their moves are rapid enough, and In the right direction. Prohibitionists are claiming a great victory for their party In the utate. Local optlonlsts declare they will move slowly and give local option a moderate experiment, and not endeavor to force the measure upon unwilling precincts. The following from the Oregonian may afford some light on the local option workings: FOR KST GROVE, Or., June 12. To the Editor.) Will you iindly answer the following question which w ill be a source of valuable informa tion to all the eople In this section, as apparently none of tlieru under stand it? When the next vote is taken on "local option" in Oregon, say a precinct extends Into an incor porated town, and the majority of the voters in such precinct vote for local optiou," can a saloon then be located anywhere In such precinct, or will the vote only apply to pre cincts without affecting municipali ties? That is, will towns which are incorporated have a vote by t hem wives which will not apply to the precinct?. North Forest Grove Is one l-recinct and South Forest Grove is another precinct, one voted for "local option," and the other against it. It is argued here now by many that the precinct which voted for it can locate a saloon anywhere in such precinct, without regard to the" in u n ic i pa 1 1 t y . S i; BSCI II B Ell. fPhe local option law is practically it permit to hold prohibition elections in any county or precinct next November aud any June thereafter. Vt these elections the question will not be "local option," but "prohibi tion." It will make no difference whether it precinct extends into an incorporated town. If It votes for 'prohibition" no liquor can be sold within Its boundaries except In drug stores. If it vots against "prohibi tion" liquor may be sold in it pro viding neither the county nor any containing subdivision of the coun try has voted the other wuy. It makes no difference that North Forest Grove und Soutli Forest Grove voled different ways on the local option law. It passed, but it . has no effect of Itself whatever. It merely provides that prohibition elections may be held. If such an faction Is called In the two Forest Grove precincts, the election can re sult as follows: If the election is called in the pro ducts separately the vote in each will decide the question. If the election is called for both precincts together us a suImIIvInIoii and both uive n majority for or against prohibition the question Is settled ncrordlug to the vote. If the election Is called for the sub division and North Forest Grove should give a majority of 1(0 for prohibition and South Forest drove should give a majority of .0 against prohibition, then both precinct would Ih prohibition precincts and no liquor could U sold In either of them. In spite of South Forest Grove's vote. But If North Forest Grove should give a majority of 100 against prolil bltlon ami South Forest Grove a majority of M for prohibition, then South Forest Grove would lie a pro hlbltlon precinct.
