one way in which the tariff issue can
be eliminated from politics. When
the democrats and populists come to
the conclusion that an American
policy is the thing for this country,
and adopt resolutions in their nation­
al conventions abrogating their
former policy and declaring in good
faith for protection to American in­
dustry, then and not till then will
the tariff cease to be an issue. Po­
litical issues are not. as some people
suppose, made to order and shaped
to suit the convenience of parties or
