Before completing my report 1 desire
to take notice of a few clauses in the
school laws of this state and the man
agement of school affairs generally.
The first item that attracts my atten
tion just now in examining clerk's re
ports is the number of persons twenty
years of age enrolled as of school age.
School officers will please read section
54 of subdivision 5, page 34 Oregon
school law relating to the duties of
school clerk.«. It reads: “Each district
clerk shnll enroll annually for school
purposes all persons in his district
over four and under twenty years of
age.
TEACHERS’ CONTRACTS.
All contracts between teachers and
directors should be reduced to writing
at the time of making the contract, and
should be done at a regular board meet
ing. The directors should require the
teacher to prixluce a valid eertiflrate at
the time of making the contract, and
the grade of the certificate and the per
cent, in each branch marked on the
certificate should be carefully exam
ined.
COURSE OF STUDY.
The branches to be taught in tlie
common schools are orthography, read
ing, writing, mental and written aritll-
melie, geography, grammar, U. S. his
tory, and physiology and hygiene.
School officers should see that these
branches are taught and that scholars
are properly supplied with books. Tlie
pursuance of these studies is not option
al, but obligatory. No one has the
right to interfere with the course of
study and discipline of the school by
refusing to furnish books, or to pursue
the course of study prescribed by the
state. It is made tlie duty of (lie teach
er under the direction of tlie board of
directors to determine what branches
shall be pursued by each pupil, and all
pupils belonging to u grade should pur
sue the same course of study at the
same time. No exception should be
made except in case of mental or phys
ical inability.
COMPULSORY' EDUCATION.
It is made the duty of the clerk
and directors of each district to see that
all persons between the ages of eight
and fourteen years living within two
miles of tlie school house attend school
at least twelve weeks in each school
year, except, of course, in cases of phys

The April Forum.
In the April number of the Forui/i,
Representative R. Q. Mills, of Texas,
will make a critical analysis of the cen
sus, to show that it is so seriously de
fective as to lx? useless. In the same
number of the Eormw, Senator Hoar,
of Massachusetts, who was the cham
pion of the election bill in the senate,
constructs an argument to prove that
the republican party was untrue to its
precedents and to its principles, be
cause the late congress adjourned with

achievements of the republican party-

This subject is one of prime import
ance to the welfare of tlie schools in
this county and the count ry at large.
It is the duty incumbent upon the
teacher “to maintain order in school
anil conduct himself iu such a manner
liefore bis school as to command respect
from his pupils.” The teacher who
falls to comply with this requirement
is derelict in his duty. Any system of;
education that does not lend toward
true citizenship, that does not form
characters for future law-abiding citi
zens is fatally defective.
A whole
some discipline tends to the formation
of such characters. There is a great re
sponsibility resting upon the teachers
in this particular, and in maintaining
such discipline he should have the
earnest support of the directors.
In calling tlie attention of teachers
to the importance of this matter, and
the lack of it in some cases, I have re
ceived in substance this answer: “I
have triep to keep good order; I have
talked to my pupils lint it seems to do
no good, anil I can’t." To all such 1
would say: Take an inventory of your
will power, and if you find you are not
equal to the task, in justice to all con
cerned, step down and out, and let
those who can, and will, have a chance.
