Before completing my report 1 desire to take notice of a few clauses in the school laws of this state and the man­ agement of school affairs generally. The first item that attracts my atten­ tion just now in examining clerk's re­ ports is the number of persons twenty years of age enrolled as of school age. School officers will please read section 54 of subdivision 5, page 34 Oregon school law relating to the duties of school clerk.«. It reads: “Each district clerk shnll enroll annually for school purposes all persons in his district over four and under twenty years of age. TEACHERS’ CONTRACTS. All contracts between teachers and directors should be reduced to writing at the time of making the contract,and should be done at a regular board meet­ ing. The directors should require the teacher to prixluce a valid eertiflrate at the time of making the contract, and the grade of the certificate and the per cent, in each branch marked on the certificate should be carefully exam­ ined. COURSE OF STUDY. The branches to be taught in tlie common schools are orthography, read­ ing, writing, mental and written aritll- melie, geography, grammar, U. S. his­ tory, and physiology and hygiene. School officers should see that these branches are taught and that scholars are properly supplied with books. Tlie pursuance of these studies is not option­ al, but obligatory. No one has the right to interfere with the course of study and discipline of the school by refusing to furnish books, or to pursue the course of study prescribed by the state. It is made tlie duty of (lie teach­ er under the direction of tlie board of directors to determine what branches shall be pursued by each pupil, and all pupils belonging to u grade should pur­ sue the same course of study at the same time.
