It was nominally subjected to France, but as its people had aided Charlemagne in his cam paign again« tho Moors, the Emperor rewarded them by conceding to them the privilege of self-government The Republic to this day acknowledges France ax its suzerain, and pays the French Government an annual tribute of about $400. It pays a similar trib ute to the Bishop ot Urge!, who, by traditionary privilege, wields the ec clesiastical patronage of tho State. Oth erwise the State is independent, and is governed by a sovereign council of twenty-four members, chosen by the people, and the council elects one of its number to bo syndic for life and wield tho chief executive power, assist ed by a socond syndic chosen in simi lar manner. Andoira has an urea of between 200 and 300 square miles, and a population of about 12,000. San Marino, which claims to be the oldest and the smallest republic of the world, is in tho north western part of Italy, enclosed on all sides by Italian provinces, it is situ ated in the heart of tho Alpine district, 2.200 feet above the level of the sea. It has an area of seventeen square miles and a population of 8,000. It is said to have been first settled in the fourth century by Mauritius, a Dalma tian hermit, and lias always been inde pendent. The legislative power of this little republic is vested in a “princely and sovereign grand council," com posed of sixty members, who are elect ed for life, with power to fill vacancies —the nobles, citiJt. ns and rural pro prietors being represented in equal proportions. The executive power is wielded by two captains regent who are chosen by the counoil every six months. There is also a kind of senate, composed of twelve members of the council, ol which two-thirds are annu ally renewed. Tho captains regent are assisted by two secretaries of state, one for foreign affairs and one for the in terior. For local administration there is an officer styled the syndic, appoint ed in each village. A still smaller state than either of tlie above is the princi pality of Monaco, on the Miditerranean coast of France, near the Italian frou- ier. It has an area of eight and one- third square miles ami 8,500 inhab- .tants. This territory was from the !«nth century ill tho possession of n Genoese family, and was under protec tion of various goveriimentsjintil 1793. when the National Convention of Paris declared it a part of the French Repub- ic. In 1815, however, it was restored to its hereditary owners, and was placed under the protection of Sardinia. Mon aco up to this time ineluded two adja cent communes, which its Prinoo coded to France in 1860 for a large indem nity. Wlion the province of Nice was given t> Frmico in i860 Monaco came under French protection. The province is under absolute control of the ruling Prince, who appo nts nearly all the necessary officials. Tlie present Prince, Charles I1L. in 1869 abolished all taxes, and since then has derived his revenue entirely from tho rent of tho gambling establishments of the city. But a still smaller European state deserves mention. This is th«» kingdom of Tavolara, comprising nn island of about five anil one-1« ilf square miles, northeast of tho coast of Sar dinia. It lias something loss than one hundred inhabitants. Tlio absolute sovereignty of this island was granted early in this century by the King of Sardinia to the Bartoleoni family, the head of which has since borne the name of King of Tavolara and ruled lii.s little domain witli the form, nt least of regal dignity. E Cole, writing from Buckner, i Mo., flaye : I give you my experience ’ wilh two of the mo»t valuable farm j plants I have ever known. First, the ' tn a ,n moth Russian sun Hower, which has proved to be a positive preventive of malaria, also a quick cure for colic or founder in horses by drenching with s'rung tea made by mabhing the seed« ft is also the bert egg and butter pro ducing food for fowls and cowh , anti very fattening for horses fed in small quantities by breaking up the heads with seeds in them. It will produce over 100 bushels per acre on rich land, besides a large quantity of good fod der—stalks, 2 to 2| inches thick and 7 to 14 feet long. These make an enormous quantity of good kindling and stove wood. Seed heads are 12 to 18 inches across, which, with the seed in them make fuel equal to coal or wood cn account of there being 30 or 40 per cent of rich oil in them. In planting put one seed 3x3 feet, in all climates and latitudes, and time from early spring to the first of July. If people of the Northwest, where blizzards prevail, would plant only an acre, they will have enough stalks and seed to warm them a whole year, li stands drouth splendidly. I would as soon miss a crop of corn as it. Second—I tend a small package of the wonderful prolific flour corn that is as white aB snow and makes flour equal to wheat and the best roasting eais known. Eiich grain, by shoot ing, produces from three to six stalks, from one to three ears and four times more and better stock-fodder than other corn, as the stalks are soft and as sweet as sugar, which causes stock to eat it, stalk and all, clean after it is cured. It is good for cunning. My little patch last year made at the rate of 144 bushels per acre, notwithstand ing drouth and chinch bugs. It does well north or south. I send you a small package of each. If you will split the grain open you will find a solid mass of flour itself. 1 will send a trial package of each to those who send me stamps for mailing. The sunflower makes fuel here and saved many lives in Kansas last win ter. In growing the corn, don’t pull off'the suckers. I have seen twelve good ears and eight stalks from one hill.— Orrffonia n.
