President Cleveland outlined in a letter te the secretary of the interior last year the policy to be pursued by executivç officers under his ad ministration in cases of conflicting claims between settlers and railroad corporations for jwrtionB of the pub lic lands. He suggested that where corporations are entitled to select from indemnity reservations they should be required to select, where [wssible, ffom tracts in which set tlers huve no legal or equitable in terest and upon which they have made no improvements, and that every reasonable presumption and intendment should be made in.favor of the settler on the public lands.
