Nelson said U nited S ta te s arm y en gineers had shown how w aterw ay s m ay be developed and it w as now strictly up to the people to secure enactm ent of n ecessary legislation. Colonel T. M. Robins, Portland, a rm y division engineer, predicted In land Em pire w h eat w ould m ove from tidew ater down th e Colum bia R iver a n d through B onneville D am ship- locks by December. M ajor T heron D. W eaver, P ortland, B onneville dis tric t engineer, spoke on th a t project. Colonel Robins said residents of th e interior of the P acific N o rth w est m ight obtain a com prehensive developm ent of the Colum bia and Snake Rivers by g u a ra n tee in g su f ficient electric pow er could be sold in 50 years to am ortize th e whole es tim ated cost of $275,000,000 for the projects. EVA JU N E A N D R ES F uneral services fo r E v a Ju n e A ndres, who died a t C ascade Locks O ctober 17, w ere held W ednesday in the H endry G ardner C hapel in Ste venson. She w as bom in Janeville, W isconsin, Ja n u a ry 21, 1854—83 y ears old a t the tim e of h e r d eath. She was m arried to T heron O. Andres Novem ber 7, 1874. T o this union w ere bom th ree boys and one girl, three of w hich survive—C lar ence H enry Andres, h a v in g died in infancy. Surviving a re T hom as Os- well Andres of S tevenson; W illiam H enry Andres of P o rtla n d ; and E dna E v a Clark of C ascade L ocks; and tw o grandchildren, Donald W esley C lark and W illard H. Andres, both of P ortland. One siste r survives, K itty Lennell of B lack R iv er Falls, W isconsin. Mrs. Andres w as a m em ber c f the E astern Star. A fter th e first p a rt of the funeral services, the S ta r took charge of the ritu al. Mrs. A ndres had been a resid en t of C ascade Locks for 30 years. H e r husband preceeded h er in d eath in 1906. She w as laid to re s t beside h is g rav e a t Carson, W ash. Transformers Arrive for Powerhouse ♦ T hree "ste p p e r-u p p e rs” a rriv e d th is week on the B onneville re se rv a tio n and will soon be escorted to th e ir proper place on the roof of th e pow er house. These u n its a re huge tra n s form ers used to "ste p u p ” the pow er from 13,500 volts to 110,000 volts. Each tra n sfo rm e r req u ires th re e of these units to tra n sfo rm th e g en erated power into an econom ical v o lt age to send out over the tra n sm issio n lines if and w hen th ey a re built. Each tra n sfo rm e r is m ounted on a steel bed fram e w hich is equipped w ith c a r w heels an d can be tra n s ported on a s ta n d a rd gau g e ra il road track d irectly to its co n crete cell. 1938 County Budget Offers Few Changes A 1938 budget fo r Hood R iv er County w hich o ffe rs n o ra d ic a l changes from la st y e a r’s b u d g e t an d will call for ap p ro x im ately th e sam e am ount of tax atio n , w as d raw n by a budget com m ittee la s t w eek. T he am ount to be raise d by ta x a tio n n e x t years is $186,301.50 a s com pared w ith $186,747.96 fo r 1937, or $446.46 less. The m ost om nivorous ta x e a te r is the county’s road fund, w h ich la budgeted a t $63,200. M ajor ite m s on this bill a re $10,000 fo r labor, $8,700 for bridge repairs, $4,500 fo r a n e w tracto r-g rad er, $4,000 fo r a ro c k c n is h e rt and $3,000 to erect a h e w m achine shed to house road equip m ent. The 1937 road fund w as $61,- 205. A gainst this, it is estim ated th a t $21,343 will be collected in receipts o th er th an property taxes, princi pally $18,000 from th e s ta te ’s m otor license fund. I t is also estim ated th a t $6,735 will be collected in fees and fines tow ards paying the general fund. The general fund budget am ounts to $63,159.50, as com pared w ith $61, 205 fo r 1937. The biggest item s here a re $10,000 for c a re of the poor, $3,- 000 less than in 1937, and $10,000 fo r old ag e assistance, $4,000 m ore th a n la s t year. O ther large item s a re : elections, $2,000; county library. $2 450; h ealth association, $2,450; ex p erim en t farm , $1171.50. N ew item s to a p e a r in the general fund a r e : new c a r fo r sheriff, $750; the blind, $750; dependent children, $750; c o u rt house insurance, $100. B udget item s dropped a re sh e riff’s c a r hire, county institute, dairy di sease control, dependent m o th ers; indigent v eteran s, publicity, and $150 to th e Inland Em pire W aterw ay s A ssociation. I t is proposed th a t salaries of the tw o d ep u ty sh eriffs be lowered from $1600 to $1500, and th a t the a sse sso r’s deputy receive a decrease from $1200 to $1000- T he assesso r will receive • $1600 in place of $1300, as fixed by th e s ta te legislature. T here a re th re e o th er m ajor de p a rtm e n ts in th e budget: county school fund, $35,840; in te rest on Loop H ighw ay bonds, $13,680; sinking fund on Loop H ighw ay bonds, $20,000. T he bu d g et com m ittee is composed of th e follow ing: H. L. H asbrouck, C ounty Ju d g e ; J. D. Smullin and R. W. P e rry , County Com m issioners; F ra n k C. D ethm an, George M. G alla- w ay, and L. M. Baldwin, freeholders an d tax p ay ers. A public h ea rin g on the budget will be held a t the Court House on N o vem ber 18, a t which any person can m ake objections or recom m endations to th e bu d g et as proposed.
