The latter In part follows: "This letter will serve ss a pre liminary announcement of the purpose of the carrier* and the car service division of the American Railway as sociation, to- establish the offices of a district manager on the north Pa cific coast sad to establish a regional shippers’ advisory board to the Amer ican Railway association, similar to other organisations which have set up throughout other territories of the United States. "H. J. Arnett, new resident car ser vice agent of the car service division at Denver, Oolo, and a man who has had exceptional experience on indi vidual railroads and with the Ameri can Railway association in different parts of the country, has been ap pointed district manager fur the north Pacific coast, and he can be reached after August 1 at both Portland and Seattle and will-have offices for the time being In both places. Until def inite announcement of offices has been made, he <-sn lie rearbed care of A. W. The Jurisdiction of bis territory will be the state of Wash ington, Oregon, except that portion of the Southern Pacific lines—Ash land and south and Kirk south, and the pan handle of Idaho, north of the C. M. A St. P. railroad. After further consideration, on the part of shippers and carriers, it may be de termined to slightly rearrange his Jurisdiction. “A regional advisory board to be organiaed will serve the same terri tory as may Is* finally allocated to the district mauager. Fleven re gional boards have thus far lieen or ganised, covering as many operating region* and the total niemlershlp of the boards and their standing com mittees exceeds 8,ooo. “The process of organization 1* sub stantially aa follows: “A. The establishment of an or ganization committee of 15, selected from the different phases of industry and agriculture of the district. The liersonnel of this committee should be those of high standing in the business and traffic phases of commercial life, those who hold public confidence In the conduct of their business activi ties. “B. The organization committee to meet and tentatively draw up the 'rules of procedure,’ and nominate the personnel of the board officers, mem- liers at large, and the chairmen and vice chairmen of standing commodity committees. "C. The above living accomplished. Invitations are issued for a general organization meeting where every form of buRlneaa and shipping life of the territory la requested to lie pres ent. This conference approves or qualifies the work of the organization committee and the regional Imard is thus established by public acclama tion of all interests In the district. “H|s«king strictly to the function* of the car service division, the re gional boards are asked to assist us tilling the following lines: ’’1. T<> form a common meeting ground between shippers, local rail roads ami the carriers as a whole, as represented by the car service divi sion of the American Railway assiM'ia- tion. for the better mutual under standing of local and general trans portation requirements, to analyse trans|Mirtati<>n needs in Its territory and to assist in anticipating car re quirements. ”2. To study production, markets, distribution and trade channels of the commodities produced in its territory, with a view to effecting improvements in trade practices a* related to trans portation, and to promoting a more even distribution of commodities, where- practicable. • ”3. To promote car and operating efficiency In connection with maximum loading, and in the prompt and proper handling of cars by shippers and rail, roads, thus discouraging a waste of transportation facilities for the mu tual Interest and advantage of both. ”4. To ecu re a proper understand ing by the- railroads of the transporta tion needs of the shippers, that their regulations may be ndjusted to fit shipper*' requirements, and to secure understanding by shipper* and their ccMiperat ion in carrying out neciosary rules governing car handling and car distribution, in order to avoid dis crimination as between shipper* and insure* the* economical handling of equipment. "5. To acquaint shipiter* and rail roads In each section of the country with seasonal requirements in this section. In order to' promote intelli gent coo| « ration in the handling of <*quipinent between the different dla- tricts of the country. '6. To settle informally car supply -and transportation difficultieW which may arise In this territory between shippers and carriers which are not promptly and currently adjusted by direct negotiation. ”7. To give the shipping public a direct voice in the activities of the car service division of the American Railway association, through the of ficer* <>f this board and the local dis trict manager of the car service divi sion. in all matters of mutual con cern. “This preliminary statement should, of course, ba addressed to all inter est* in the northwest, but in lieu of an imiiKsltate determination thereof I am asking that you give this matter your thoughtful consideration and ac quaint your memberships and other organizations with what la proposed. The* district manager will reach the north coast about August 1, and will immediately communicate with you. in the meantime, a meeting will I** held next Tuesday. July 28. at 8t. Paul, between representatives of the operating, traffic and executive departments of the Great Northern. Northern Pacific, Union Pacific. This contact committee when appointed will represent all car riers equally and its sole object will be to carry forward the common pur- poses of the regional board and ear- riera on the north coaat. "It shall be our purpose to hold the organisation conference of the board some time during the In at week of August, hence, the establish ment of your organisation committee of 15 should be consummated at the earliest possible date. We are now asking for suggestions from all In terests concerning this committee and the selection will be made In tlie very near future from the lists being fur nished to cover the shipping organis ations addressed herein and others.” Oxborrow Harvesting Peaches 8. G. Oxborrow last week shipped his first box of fruit for the season, forwarding it to a Wyoming dealer. Mr. Oxborrow received $2.50 per box for the fruit. While ' last year he liar vested more than 1,000 boxes of peaches, his erop this year, as a re sult of the severe cold weather of last December, will be light. The demand for his product far exceeds the supply this season. Housewives, who in for- er season* utilised Oxborrow peaohes for cauuiug, have supplied him with a long waiting Hat of orders. Canning Price $15 Per Ton The Apple Growers Association last week announced to its growers that it had received an offer of $15 per ton for canning applet. This price will net growers $14 per ton.
