Agency Available LINE TREATY ABROGATION CITED AS POSSIBLE R. E. Scott has received a letter from Chs. H. Labour k. rancher of Mary hill, Wash., who calU the former's at tention to a similar organization in the Mate of Wsshn uton. with Frank EL Kannier, of Seattle, as secretary. Mr. Babcock w rites that activities cf the local organization came to his at tention through a reprint of a le ter received by Mr. S.'ott from Seniitcr Chamberlain. Kr. Kabcock writes: '"Senator Chambtrlain is correct ir. the main, and 1 know he has no more love for the Oriental laliorer than you or 1. However, he may have failns to note that it is ro'nini? to be recognizee that it is not a fuendlv act on the tait of other nation to all- w emigration of persons whom the receiving state doe? not consider a desirable addition to its population, and an insistence on the part of J a; . an to a maintennce of the present arrangement under which a large number of laborers disguised it is true slip in constantly and which permits the entry of female laborer.; as so-called picture hrides, may well be regaided as an unfriendly act. Of course, none of us desires to have this j thing handled in such a manner as to bring about a war, but it must be dealt with sooner or later, and it must be dealt with in the same manner as the Chinese controversy so far as the final result is concerned. In this connection permit me to say : Congress has power to abrogate a treaty, though 1 think we should take Senator Chamberlain's attitude that this power should not be exercised save in an emergency. 1 think 1 am corretc in understanding that the senator does not question the power of congress to abrogate a treaty. If by any chance he may hold to rich an opinion, call his attention to the de cision of the United States supreme court in the case of Chae Chang Ping vs. Collector of the Port of San Fran cisco, in which the Chinese Exclusion Act of 1888 was upheld though it over tiles a treaty of 180. In substance the holding of the couft was that the right of a country to ex elude aliens from its territory is neces sary to its independence and that any permission it may have given to aliens to come here is revocable at its pleas ure.'. AGAINST GIBBET "We the grand jury of Hood River county, in regular session assembled for the November term of court, here by unequivocally report in favor of a speedy return of capital punishment in j the state of Oregon for persons con ! victed of murder in the first degree i and hereby recommed to that effect." Such was the recommendation returned i to Circuit Judge Wilson Monday and signed by the following jurymen, rep resentative citizens of Hood River county: Ralph Root, foreman. Al Ruhnke, H. W. Krussow, Frank Ueth man, L. H. Arneson and M. O. Boe. The seventh member of the iury, J. R. Norton, declined to sign the report. All Oregon prosecuting attorneys, in poll taken by Walter H. Evans, prose cuting attorney of Multnomah county, with a single exception favor the re turn of capital punishment. The ex ception is Attorney Miller, of Jose phine county. The following is a par agraph of the Oregonian article telling ot Mr. Evans' findings : "Though heartily in accord with the return of the gibbet, A. J.
