Mr. Kehrli states in a letter to Mr. Collin that his talks will be con fined to a discussion of dairy problems such as sre met with by the average farmer, covering such subjectsas the importance of record keeping, silage feeding, care of dairy animals, value of good sires, bull associations and cream testing associations. It is also planned to have an address on substitutions for mill feed. Electric District Bill Considered The bill providing for public utility aisiricis, wnicn is now being consid ered by the legislature, is of esuecial merest to local people, who a year ago were considering the initiation of a similar bill. The bill. !ns prepared oy ine nyaro-eiectric commission, ap pointed at the University of Oregon welfare congress two vears bbo and of wnicn H. IS. Miller, or the Universitv or uregon scnooi or commerce is chair man, was introduced in the senate last week by Senator R. R. Butter, of The Dalles. Representative G. H. Irwin. of Newport, will have charge of it in the bouse, according to a letter re ceived by Dr. J. F. Watt, who is a member of the Hydro-Electric Com mission. Provision is Imade in the'bill for the creation of public utility districts of cities and towns or of municipalities and adjoining unincorporated territory ana sucn districts and such districts may vote bonds for installing public utilities such as electric .light ;and power service. lhe real purpose of the bill is said to be to provide a means for extending eiectric iieni and power to rura com munities. The idea is that the districts may install the distributing system and then negotiate with private power companies for electric energy or the districts may install their own electric plants. It fis reported that the big electric companies are preparing to make a hard light against the bill. N, Clarke. Apple Box Bill Lost Representative Sinnott last week severely criticised Democratic leaders for Blleged trickery in defeating pass age of the proposed standard apple box bill. Representative Ashbrook, chair man of the committee on coinace. weights and measures, which reported the apple box bill, was expected to move consideration of the box bill im mediately after the house passed the standard barrel bill, but instead, at the request of Representative Under wood, he moved adjournment of the house. Thus he surrendered thfa right of his committee to obtain considera tion at this session for any more bills ii nas reported, whereas, if Ashbrook had acted in good faith and had called up the Oregon box bill, it would have had the right of way each Wednesday until voted on and its friends believe it would have been passed.
