Eliot, pastor emeritus of the f irst unitarian church or Portland, paid a great tribute to the Hood River valley last Thrusday night, when he spoke the closing words of the North Pacific Unitarian conference, which had held its annual convention in the city. "Hood River ia one of mv homes.' said Dr. Eliot, "and J am glad that trie autumn weather baa been so fine during the convention. All of ua have had a pleasant time at the convention for the Hood River people have been hospitable and have opened their doors to us." Dr. Eliot declared that there was no spot more blessed with river, sky and temperate weather than Hood River At the banquet tendered the dele gates at 6 p. m. Thursday. E. L. All real construc tive work must start with a fact basis. 3. 1o cooperate with boards of county commissioners, city officials, health oliicers superintendents of work houses, county and state asylums, supervisors of the poor, so that the best information and best way of con ducting the public business may be pluced at the disposal of every public OlllCltil. 4. To cooperate with county and city treasurers and auditors, and other financial omcials, and to give advice regarding the installation of up to date methods of controlling . receipts and disbursements, and modern practices connected with auditing vouchers, pur chasing supplies, and letting contracts. 5. lo cooperate with voluntary soci eties such as commercial clubs, improvement associations, welfare leagues, health societies, women's clubs, etc., in working out plans for social betterment programs; and with county superintendents and county school boards with special reference to the nuances of rural schools. No more useful method of presenting ideas has been Invented than the ex hibit, otten in connection with a series of lectures to arouse interest and co operation. Any municipality in the state" that is interested in this method of presenting community needs should consult with the extension department or the University. This department stands ready to tell you what has been done elsewhere and what may be done in your community It wishes to be useful in the service of the communties of the state. Every where communities are becoming con scious of needs not met, and of oppor- tunites neglected. As soon as this consciousness exists, a new responsi bility rests upon the community. It is not a question of whether our schools are as enicieiuly conducted or our streets as clean as in other cities, but it is a question of whether our schools and streets and city administration are the best we can have. The extension department is peculi arly well fitted this year to cooperate with the towns of the state in this work, either by correspondence, lec tures or personal conferences, as it now has upon its regular extension faculty Prof. D. C. Sowers, who has specialized along the lines of political and social science at Columbia Univtr sity, New York, and has for some time been connected with the Training School for Public Service, which is conducted by the LSureau of Municipal Research. Before coming to Oregon be bad practical experience in various city departments of New York City and participated by cooperating with governmental oiticials in the prepara tion of the present budget which was voted on llctober Si, and carried an propriations amounting to nearly $200, 001 .000. He is thus especially well tit ted to give advice and suggestions dealing with the financial operations of cities, and to advise with local olhcials regarding the installation of up to date accounting systems and the modern methods of business procedure.
