He said that In most cf these cases rights of way bad been promised, but deeds bad nut been secured, and be thought tbe matter should be closed up as aoon as possible, and that deeds should be secured in all places. It was the sentiment of the meeting that this should be dene, but no torimil vote was taken. Another question brought out was the method of providing funds for tho future. At present no provision Is made for a sinking fund to take up tho bonds and lloating indebtedness Of the company rfomo ravorod an as sessment of the stock but there was considerable objection to this, claim ing that the stock was nonassessable, and shareholders could not be foiced to pay an assessment. The only pro vision now la the by laws for running expenses is to charge for maintenance, end all work, whether for uotual main tonanue or for extensions, is churged to this fund. On account ut tbe num ber uf extensions last year this brought tbo nmintiinauce fee to $(! hu luob, for those using water, while thone who bold stock but bad no water paid uotbing. It was tbe opinion of man v. bow ever, that those gutting no water wore out the uro or Interest on their money wniou they bad la the stock, so they were helping bear their share of tho burden.
