based on policies that originated and
have been put in sooessful operation
by the rephlioarj party, and which, be
proved by oonvioing aiguments, have
been largely resposlble for toe pros

The introduction of Senator Fulton,
wbo i-i not a stranger to Hood Kiver
audiences, called forth a round of
bearty applause. It is about two years
since Oiegon's senior member of tbe
United States senate has spoken bere
aud bis address was listened to with
rapt atti ntion. lie prefaced his ad
dress with an apology for talking poli
tics by telling tbe story of a tramp
wbo bad a man arrested for assaulting
bim. When the judge asked the pris
oner what be had to say in mitigation
for bis oonduot tbe latter stated tbat
tbe tramp came to bis borne and asked
for something to eat aud tbat bis wife
bad given bim the best tbe bouse
attordod, iuoluding tried chicken and
other delicacies. Alter it was put be
fore him the tramp looked it over and
soathingly Inquired if tbat was the
best tbey could do. The piisoner stat
ed that be didn't say anything in re
ply to this as ho didn't want to have
any tiouble. After he bail dovoured
everything In sight the unbidden
guest Insulted tbe prisoner's wife, lie
let this go also as lie didn't want to
have any trouble. The stranger then
reached in bis pocket, drew out a
filthy pipe, loaded it with strong to-
baooo aud put bis feet up on the, able

thing as he didn't waut to have
trouble. "Finally, however, judge,"
said tbe prisoner, "ho oommeuoed to

The speaker said be wouldn't blame

It was on this account the seotor
said tbat tbe policies of the republic
an party were more in touch with tbe
great Deeds of tbe penplu and tbat
tbelr continuation wae so essential.
In tbe enactment of legislation tc
control tbe trusts be slated tbat every
line tbat was on the statute books was
placed theie under republioan admin
istration, lu this connection be cit
ed the case of tbe Northern Securities
Company which had been dissolved
and restrained from doing business by
tbe United States Supieme Court,
every judge of which, who voted to
sustain the order to abolish this cor
poration was a republican and every
judge wbo voted against it was a dem
ocrat. This, said Fulton, was in ao-
oordanoe with tbe broad view of Ham
ilton, and tbe interpretation of tbe
implied tower in the constitution of
the United States as construed by the
republican party. "And," tbe speak
er added, "this alone is estimated to
ssve tbe shippers of tbe United States

Touching ou tbe tarilf, Mi. fulton
said tbat there was no question as to
the wisdom of tbe protective tariff
wbon it was put into eSect and ot its
great beneliti now. It was realized
tbat there weie some items on it that
posslbily needed adjusting and there
was no doubt that it would be revised
so as to conform to tbe best Intel ter
cets ot tbe people. lie said however
tbat notwithstanding tbe fact tbat
there bad beeu a democratic adminis
tration since the orlgnal protective
tarilt was put into etlecl, no radical
attempt was made by the democrats
to alter the provisions of it.

party or the theories of any otber
party," continued the speaker "1

best interests of our oountry. I am
not bere to abuse Mr. Biyan. No
doubt be Is a good niau, but it la not
a good man only wbo makes the best
otllclal. 1 do not believe Mr. liryau
Is in any way connected with the
Standard Oil Company, altbougb it
was said his treasurer, Mr. llaskoll.

but let us be fair, 1 do not think he
bas auy connection or sympathy with
that corpoiation. Hut 1 do think he
knows lees about government affairs
than anyone else lu this oountry.
"Mr. liryau ooutonds that there

its polioles and is their friend. Yet
Mr. liryau knows tbat every Jaw on
tbe statute books aimed ut the trusts
was placed there by tbe republican
party, r irst came tbe Sherman law,
tbat attacked the trusts, but there was
a question whether or not it waa val
id beoause the constitution of tbe
United States did not state expressly
that tbe government had power to
regulate trusts. To give the govern
ouent undoubted power to regulate
trusts, it was proposed to amend the
constitution, but all the democratic
members of aongress. save only live,
voted against the amendment and tbe
required two-thirds vote was lost,
"Tbe democrats wbo votd against
the amendment of tbe constitution
were probably not under tbe influence
of tbe trusts but they adhered to their
party principles, holding tbat such an
amendment tended to a strong ceo
traltzed government and opposed it
on tbat ground, lint tbe republicans
still believed tbe Sherman low valid
and have always enforoed it while tbe
democrats have always done their best
to oppose its ontorcement.
"People will tell you tbat no mat
ter what paity is in power, we will
have good times or bad times anyway.
Most of you bere remember 1892 when
the oountiy was going along on the
high tide of prosperity. Tbe repub
lioane told tbe people what would
happen if there was a change In tbe
poiioies of government. We all know
tbe resulting conditions, how mills
were olosed. wheels of industi y stopped
and a goneral stagnation ot business
followed. This was not for one year
but tor four aud how long those four
years seemed 1

Hood Kiver residents will be intei-
