Statement to tbe Public We bare bed (oar water elections, three to build e new system end prao tioally confiscate tbe present eyetem, end ooe to bay the present plant at an agreed prloe. All tour failed to carry, each baring a atrooger role against bonding than tbe previous one. At both ot the laat two elections large majoritlei roted agalnat bonds. Now oomea another agitation to bond tbe city for f 75.000 on tbe aame prop ortion that defeated the firat tbiee eleotiona, to oonflaoate tbe preaent eyetem and iuour a big debt tor tbe aeoond one, while tbe preaent one bea water ot One quality aamolent for at least three time tbe preaent popula tion. A remonstrance agalnat further eleo tiona ba been Hied with the city ooanoil algned by praotloally all of tbe baalneaa men and large property owners, covering at leaat three-fourthi of tbe taxpaylng power or tneoity ana euongb responsible tiamei to abow beyond doubt tbe futility of calling any more eleotiona along tbla line at the preaent time. Borne of the pilnolpal agitatora who bare been aotive In working op eentl ment In favor of building a new water eyitem at heavy expenae and of con fiscating tbe present plant undertook a few years ago to ibow tbe good peo ple of Hood Klver that tbe little spring flowing about 125,000 gallons daily, wbiob comes out about 50 feet east of tbe large reservoir, would fur nish enough water for tbe entire city and urged tbe passage of an ordi nance granting privileges and com pensation to tbelr company. 1'bese same people now Insist that tbe pres ent aupply, wblob aooording to Rob ert's report delivers 000,000 gallons gully, Is Inadequate. Ibe small spring furnishes about 50 gallons per capita daily and aooording to tbeee agita tors' methods of Uguiiog was ample, but now the supply of 380 gallons per capita is Inadequate aooording to tbe same Hirers. The aame parties "rule or ruin" polloy cost the straw berry growera of tbe west aide of the valley not less than 150,000 a few years ago and now the city la asked to put up tbe modest sum of $75,000 for tbe real purpose of assisting these knockers In ruining tbe investment of those who have put tbelr money into the present lighting and water system nod brought the plant from praotioal ly nothing to tbe present atandard, wblob was done at a time when tbe property bad been badly neglected and tbe eeivioe disgusting Tbe protest against further elec tions asks for a system of tire protec tion of wblob tbe busineea section Is badly iu need, but tbe answer la made that some cltizeus living in remote parti of tbe olty object on aocount of said protection not extending to tbelr resldenoea and are not willing to bave the expense of tbe protection paid out of tbe olty funds. Have you ever stopped to figure how heavy tbla bur den would be? A good system will cost approximately 11.000 per year and save in Insurance rates over 94,000 besides affording the protection tbat brings oomfortable sleep and a net saving of 13.000 tor each tl cost. The olty license of 1907 and the taxes of 1908 together make $8137 and add to this $1,000 for tire pioteotiou makes a total of $9137, of wbiob tbe Ore protection would cost praotloally one-ninth. The total tax levy la 29 mills, of wbloh the olty levy la Ave mills or praotloally one-sixth ot tbe total, f be fire protection would cost approximately ooe ninth of one-sixth of the direct tax oi one llfty-fouttb ot the total levy, ray one-fiftieth In round numbers. A property owner who pays a total of $10 taxes would contribute the magnanlmoua sum of 20 cents per yeat for tbe pur pose of having the business district of dib city protected irom ore. un tnis basia it would cost Frank A. Cram $1, ,1. I. Holman 55 oenta, Council man Wright 40 cents, Htewait Hard- were Co. $2.90, Wm. Stewart $2.20, Councilman Uuok 20 cents, etc, per annum. We mention these name, as most people know of what tbelr pro 3D- erty consists, where tbey live and do business, and beoause tbe amounts as shown on tbe lists of taxes in the bands of tbe banks sbow tbe amounts on country and olty property in a lump aud we are informed tbat tbe amounts aa ahown on tbe above aie for city property only. It la oeitaln- ly a serious matter to live In a re mote part of tbe city and contribute from 20 to 50 cents per annum tor Ure protection, and oue would tblnk fiotn tbe heavy pressure brought to beat on tbe oity oouooll tbat tbe extrava ganoe would never be tolerated, not withstanding that It la tbe custom in other cities. These trifling amounts look big, but tbe faot tbat those ob jecting could hardly exist on their preseut locations it the bualnesa dis trict did not employ and aupport tbem is not worthy of consideration. A close examination of tbe tatea oharged for water in different oltlea vary considerably. The family rate runs trotu 50 oeuts to 11.50 per month. biirus from 25 cents to $1, batba 10 cents to 50 cents, stores 50 cents to $1, irrigation 25 oents to.$1.50 per lot, but in cities where one' rate is low another la enough higher to make the gross revenue enough to pay on the investment. In Hood River we bave praotloally followed the schedule of our predeces sors, tbe principal change being tbat we reduoed the house rate from $1.50 to $1.25 with a discount of 25 oents If paid on or before tbe 10th of the month. Tbe real gauge of comparison la tbe gross revenue per capita per annum. In Hood Klver it la $2.78; Oregon City, $2.66; Baker City, $4.00; Ash land, $3.22; Pendleton, $2.92; The Dalles, $4.00. Tbe list oomprisea both pump and gravity systems, and are all munlolpal except Hood Klvei and all H. HUGGINiS (St have a gross revenue from two to three timea tbe Uood River system, tha lowest being Oregon City witrj over $12,000. Inasmuch as tbe ex pense ot opeiatiog a water system should uot ioorease In proportion as tbe revenue Increase, after tbe mains are laid In tbe streets it Is fair to as same tbat rates In Hood River will be furtbei reduced aa the business and tbe city grows, and when tbe gross revenue reaches $12,000 or $15,000 the people of tbia rity should bave water at a oost ot not to exceed $2 to $2 25 per capita per annum, unless a big unnecessary expense is inourred. It was our intention in replacing the wooden mains to put down auob pipes as would afford a satisfactory domestic service, but In circulating tbe petition which was presented tc the council we fo.md tbat tbe demand for Ore protection is piaotioally unan imous, aud in view of tbla tact will put down a laige cast iron main In Oak street and on auob aide streets as need Ure protection. All work doue will be In line with future require ments, but tbs system will not be complete as might be with a coutraot for definite revenue for a teim of years. We will place hydrants any where along tbe mains where tbe property owners wlwh to be obarged ioi their support, until the olty coun oil can see their way dear to make a oontraot for a general system. Whenever any matter in which we have been Interested has come up be fore tbe people tbelr verdict has been perfeotly fair and lu view of our high opinion ot the fairuesa and good ludgmeut ot enough of Hood River's citizens to oontiol snob matters we are going to make this investment, believing that tbe property will not be oontlsoated ; also tor tbe reason tbat the people wbo ankod for Ure protection (inner ve the very best that we can olford to give them under tbe unfortunate oirounistancea that now exist. We have delayed tbe work for a complete aud satstactory system, but tbe time has come when we niiiut Droooed to construct tbe very best firoteotion we can attord under exist ng oonditlona, hoping tbat tbe city council will soon see tbelr way dear to make a contract tbat will permit of tbe work being completed. We fully appreciate the manner in which our many friends bave stood by us all through this matter and pro pose to show our appreciation by fol luowlug the most liberal policy postd blo consistent with oouservative busi ness methods and di tbia with tbe full belief tbat whenever tbe test comes our investment will be protect ed aa it has been In tbe pBst. Cake, tha Telegram says, iu part: Attracting crowds that numerically have been a great surpiise to every one, II. M. Cake la touring the state in behalf of hli candidacy for tha Re publican nomination for United States senator. Mr. Cake began his tour two weeks ago and has spokou praotioally every night since that time. Mr. Cake niado many wann friends aud a large follow ing during bia campaign two years ago when he lost tbe nomination for senator by a very narrow margin. These friends and others who bare rallied to bis standard duiiug tbe In tervening period are succeeding In oreating real enthusiasm fur the aspir ant as he tours tbe state. Ateveiy town in whioh he has spoken be has been heartily received aud bis ad dresses bave beeu heard by crowds greater by far than usually gather to bear a political addross. Mr. Cake is au able speaker, toroo- ful in delivery and woudertully dear In expression, ills in that tbey dltter politioal baraugue. nor does he resort talks are unique so widely notn a He assails uo oue to crimination of any kind. He tells what be has to say In a clear icglcal way, a way that ap peals strongly to the people. In eaoh of Mr. Cake's addresses be has urgently insisted upon the Repub licans ot Oregon remaining loyxl to tbelr party. Fealty to party, he says, is all tbat la necessary tor Hepuuli oana to contiuue in tbe ascendency iu this state. He is an ardent admirer ot President Roosevelt and in every address has maintained tbat it is to tbe beit interests to not only to the entire people, but tho people of Ore gon particularly, tbat the president's policies be maintained. He Is strong ly In favor of the redemption woik tbat la being done throughout toe stnte by tbe present administration. It ahould be oontiuued without abate ment, he insists, and he also urges tbat ample appropriations should be made for tbe rivers and harbors of tbia state. Tbe Willamette, he con tends, ahould be opeued to oommeice aa far ai tbe possible bead of naviga tion. One leatuie of Mr. Cake'a address that invariably appeals strongly to bis hearers is his position with refer ence to the election of United States senators. Mr. Cake believea In tbe people and consequently believea In tbe election of aenatora by tba people. He deolarea that if elected be will support a federal amendment provid ing for tbe popular election of United States aenatora. In tbla connection he recites tbe history ot tbe putlio to achieve tbia end. For yeara and years various efforts bave been made by tbe people to elect tbelr own aeoatora and be shows tbat there la a provision In the constitution at tbia time for ao doing. This subject, however, according to Mi. Cake, la not tba overshadowing featuie of tbe campaign. The election of United Statea aenatora by tbe peo ple mast prevail eventually, but tbe needs of Oregon and tbe maintenance ot Repablioan principles should be tbe topio Instead. ' Mr.lCake'e itinerary Includes prao tioally tbe entire state. Local ma chine politicians wbo professed to bave little faitb in bla chaucea for success are now thoroughly alarmed. Tbey aee In tbe large crowds tbat are flocking to hear Mr Cake's addresses and in tbe uttitadea ot tbe d'fferent newspapers throughout tbe state fa voring Mi. Cake, a menaoe to tbe old system wbisb tbey bope to perpetu ate. Hearing Orchard For Male 272 acres six miles from Medford, Ore.
