for settlement. As to conditions in
the Cherokee ntrip Mr. Cooper said'

failure about two yeara out of three,
owing to the oold weather and pota

ed into a state, but there Is an ele
ment of grafters that want it to re
main as a territory. This baa been a
great drawbaok to the country and
has worked aaainat ita development.

I would freeze to death in Oregon,
but in all mv travels, not only in the
west, but in the south, foi I am a na
tive of Georgia. 1 have never found i
finer climate than that at Iiood Rlv
er. Whv. It ia aurprisina to me to

day and pioked apples off the ground
that had laid there all winter and
which were perfectly good and not in

help Hood River merchants and the

J. A. Kates, one of the directors of
be atate association, said that he had
been In the sooth when the ootton
fields were in bloom but in riding
over the valley bia imagination had
pictured to him what a beautitul sight
it must be when the apple trees were
in bloom. It seemed to him that it
- waa most romarkable that a little
place, which figuratively apeaking,
could be oovered with the palm of the

The association in Portland had bad
' a vary small beginning but It was now
in a most flourishing oonditon, the
meetings ware well attended, it had
. promoted good fellowship (among its
members, helped them in adjusting
prices and proved most beneficial in

and at the request of the chairman
