We have Iwii asked several times re cently as lo the status of a ierson sulc wrilung for stock in an iiuvriwatcd company. Of course many eiivmo utantvs may arise which would tiller lHwiiion of theMibscriU'r, lull the rule is that having subscribed for the stock unconditionally, he must tikt it niul pay.for it. A promise is u hkI consider ation for a promise, and when A prom ises to take stock aiulMihserihe for it, and 11 does the same, and pay for it, he lias a right to have A, compelled to keep his part of the contract. Where stock is subscriled conditionally the conditions must be com plied with be fore the subscriber can lie compelled to take bis stock. Tuesday Governor Nucha nan, of Tennessee, commuted the sentence of Colonel H. Clay Kin;;, who was to have beeu hanged on the l"th. Tlie history of the crime is brief. King be came infatuated with the widow of the late confederate general, Pillow, and left his family to go and live with her. Iter he became jealous of a a attorney named Posteu, and deliberately shot him down iu the streets of Memphis. There was absolutely no excuse for the crime, aim there was none for the com mutation of the sentence. Col. King was one of the ablest lawyers in the btate and had codified the state laws. His position alone secured the com mutation, which gives force to the ooinon idea that there are two laws iu this country, one for the rich and an other for the poor. Colonel King wmmitted a brutal murder, and should have been hanged for the crime. The money that is sent out from this valley to pay for hay and feed shipped in would in two years pay for building a big ditch the entire length of it. Yith plenty of water there would be hay to sell, instead of hay to buy, and not only this, but butter, eggs and live stock would soon form an important part of our exports. The McCoy ditch will, we understand, be surveyed coon, and then it will be seen whether or not ur farmers are iu earnest about desir ing water. If the California train robbers had held up a train recently sent from San Francisco to Washington, they would have made a haul big enough to last a regiment of them for life. The gov ernment bad S2,000,000 gold in Ssu Francisco, that it wanted in Washing ton. It was packed in 500 boxes and loaded in five cars. One little difficulty however was a guard of 31) armed men. The money weighed alxmt 40 tons. The state house at Salem, is yet to have a dome. The Homestead strike raised trouble with it, as the steel used in it came from that historic point. The dome is to cost $50,000 and now that Salem Is happy it is to be hoped that her legislature will not be averse to appropriating money for a portage railroad from The Dalles, to Celilo. As Eastern Oregon people really need the railroad more than Salem did the dome. County Judge Moreland has pur chased for Multnomah county several large mortgages, sold by the sheriff for taxes, and intends testing the law. Heretofore there has been considerable difference of opinion as to the taxabil ity of mortgages, the mortgagees gen erally giving themselves the benefit of the doubt. If Judge Moreland gets this question settled he will have earned his salary for a full term. The cholera is still raging in Rus sia, and has gotten across the border into Austria, and there are a number of eases in Germany. It is safe to say, that the disease will be met and con quered outside of ltussia. Civilization no longer sits idly by while epidemics carry off its citizens. Science has rob bed the plague of its terrors, and meets the enemy with no fear as to the victory. Oregon now has a state flower, and it found it at Hood River. That is to say at the recent meeting of the Ktate Hor ticultural Society held here, it adopted the Oregon grape as the state flower. It is a genuine case of misnomer as the plant does not belong to the grape, but to the barberry family. It is, well everybody in this country knows what it is, and foreigners have no business to know. fVirwtr-TOCia U'uU iiuL'i-irl tu 1ian Cr- umbian txjtositiou $5,000,000 but in utead of doing so made it a present of $2,o00,000. This proves couclusively that the democratic representatives have grown cute, and also that they understand that a loan by the govern- i ment, means a gift. Work at the Locks is suspended on account of the law requiring the work to le done by contract. They are. now tu the position of the man who peram bulated between the d 1 and the deep blue sea. There is a belief curreut that what ever can be procured for money can be had in t' 's city, especially if it is any thing to eat. The people who flock here from every part of the country are apt, sooner or later, to import their native dishes, and to make them acceptable to gastronomic New York. New England, no matter how lightly her cooking may be estimated, has had notable success of this kind. Baked bean6. pumpkin pie and Boston brown bread are with ns. He was uo good, and the boys called him Windy Bill on the sly, but the hardest of tlitini dared not say anything less than Mr. Ford to his face. He was a bitr man, and dressed in the best broadcloth and walked about as if tho earth belonged to him. One day he walked into the office at a station where my wife and little boy were sitting in the waiting room. As he passed through every one made room for hiru or tried to show him at tention. My little boy watched him quietly till he disappeared, and then he whispered to his mother. "Ma, was that God?' Locomotive Engineer. An Old Fort Abandoued. Fort Marcy. established at Santa Fe. N.
