Joint Appeal Produces C hristmas Lull in Cypra Hopefuls Keep Ears Turned To Howell Appling By ZA.V STARK But some who would like to SALEM (UPD Political hope-1 become secretary of state are fuls are anxiously awaiting a ! red hot to Bet into the race, formal announcement-expected I r announcements are expect- as early as Thursday that Secretary of State Howell Ap pling Jr. will not seek re-elec tion. Many observers discount re ports that Appling, a Republi can, has decided against seek ing another four-year term. Survivors Give Praise To Greek Ship's Officers CASABLANCA, Morocco (UPD Survivors of the fire ravaged Greek cruise liner La konia praised the ship's officers today but accused some of the crew of panicking when the go ing got rough. However, rescued members of the crew insisted they bat tled the blaze for more than two hours before it raged out of control and the captain gave the order to abandon ship. The 20,314-ton Lakonia, which left England Thursday night with l,n?7 persons aboard, in eluding C51 passengers, caught fire Sunday night 130 miles north of the Portuguese island of Madeira and drifted aimless ly for almost three days. A spokesman for the ship's agents in London said a tug had secured a line to the smouldering hulk and is towing it to Las Palmas or Santa Cruz de Tcnerife in the Canary Is lands. .Montcalm Arrives The British freighter Mont calm docked in Casablanca Tuesday night with 278 survi vors and the bodies of 15 per sons fished out of the water. There was no panic among the passengers," said Albert Neal Spillcr of Torquay, Eng land, who was rescued with his wile. "The crew appeared to be the panicky ones. "Many passengers had no life belts. The fire alarm bell was so weak that it sounded like someone calling the waiter to ask for tea. A spokesman for Ormos Ship ping Co., Ltd., the ship's agents in London, denied that the La konia's life-saving and fire-fighting equipment was faulty. "The ship had all the valid certificates which are required for operation on such a passen ger run, including all local in spection licenses," he said. EMiuiment in In aianciaru ied, either from Democratic or Republican hopefuls, until Ap pling officially declares his in tentions. Among Democrats mentioned as possible candidates are Sen. Alfred Corbett of Portland, and House Speaker Clarence Barton of Coquille. Mentioned as possible Repub lican candidates are Tom Mc Call, Portland television com mentator; Mel Gordon, Multno mah county commissioner; Rep. Victor Atiyeh, Portland rug dealer; Sen. Robert Elfstrom, former Salem mayor, and Carl Fisher, Eugene radio station owner and unsuccessful candi date in 1962 for the congres sional scat won by Robert Dun can. Corbett, 48, has for months been mentioned as a possible candidate. His brother-in-law, former Federal Power Commis sioner Howard Morgan, an nounced earlier this year he would not be a candidate for governor in 1966 it Corbett was elected secretary of state next year. Momentum Gained On the Republican side, specu lation around Elfstrom as being anxious to enter the race has rapidly gained momentum in the past two weeks. Last week Elfstrom, 59, left for Arizona for what he told acquaintenccs would be an ex tended vacation. However, he visited Appling Monday morning in Salem. There was immediate corri dor speculation that Elfstrom had marshalled strong Republi can backing to run for secre tary of slate. Friends say he will announce his candidacy as soon as Appling's statement is issued. He apparently is courting an endorsement from Appling. But because of the Oregon open pri mary system, it is doubtful Ap pling will endorse any candidate. Two Grass Fires Reported in Ashland ASHLAND Grass fires gave Ashland firemen some exercise Tuesday. Heavy fighting accompanied by mortar and machine-gun fire raged in the city Tuesday night, but early today a govern ment spokesman said the ap peal from the three nations guaranteeing Cyprus's inde pendence has produced a cease fire shortly after midnight. Sporadic machine-gun fira from an emplacement in the minaret of a Turkish mosque echoed through the pre-dawn aarxness, mit by daybreak the city was quiet. There were no reports of trouble elsewhere on the island. It was uncertain, however, how long peace would endura among a people divided by tra ditional enmity between Turks and Greeks. Order has been maintained here during the three years since Cyprus became independ ent. Fighting flared this week because of reported government plans to amend the constitution in a way which might lead to discrimination against the Turk ish minority.
