".Jt: j r 4 California Education Board Taking New Look at 'Provisional' Teaching Bv ROBERT FAIRBANKS SACRAMENTO (UPI) -When the California Board of Educa tion adopted its new and strict er teacher licensing require ments last spring, many public school administrators believed that the action would create a spectacular teacher shortage. Morse Declares WASHINGTON (UPI) - Sen. Wayne Morse, D - Ore., has charged that the American press is failing to give the American people objective reporting on major issues. "Frequently the American press does a Pravda job on the American people," he said. "It feeds them what it wants them to read and omits telling them what they ought to know is in the news." Asked About Incident Morse issued his criticism when asked about an incident last week in which he protested about too much noise in the Sen ate press gallery. "But that's insignificant," the senator went on. "I do have a great disappointment in the American press as a whole, for I have sat in the Senate for 10 years and I think I'm a pretty good witness in the operation of the press in handling political news, and in my judgment, the press does not do, by and large, an objective job of publishing the news." He said he blamed editors more than reporters. "I'd take my chanres even though I've had my difficulties with the working press, in the objectivity of the working press," the senator said. "But the fact is that their stories are re-written at a higher level or they're cut out entirely at high er level." To meet the threatened short a g e, most administrators planned to make' greater use of the "provisional" teaching cre dential, a document issued by the stale for persons who have not met the regular credidential (license) requirements. Question Raised Board members felt that the provisional credential, with its lower requirements, would ad mit too many substandard teachers into the schools. Both the California Teachers Association and the American Federation of Teachers support ed the board. They charged that some school districts deliberate ly hired provisional credential holders because they could pay Confidence Vote Near in Italy ROME (UPI)-Premier Aldo Mnro appeared headed toward victory today in his bid to win a crucial vote of confidence for his center-left coalition govern- j ment. Political sources predicted Moro's coalition of Christian Democrats, Marxist Socialists, Social Democrats and Republi cans would win a majority in the Italian chamber of deputies. But controversy over the new political lineup and its signifi cance in terms of Italy's role in the North Atlantic Treaty Or ganization (NATO) opened splits within the ranks of the Christian Democrats and the Socialists. The two parties are the major ones within the coal ition. During a meeting that lasted into the early hours this morn ing, Moro patched up some of the cracks in his own Christian Democratic party. Party con servatives, led by former Pre mier Mario Scelba, agreed to support the coalition after Moro pledged a platform based on a strong foreign policy including "full loyalty and fidelity" to NATO, and barring cold war neutralism. The Italian attitude toward NATO was one of the most dif ficult hurdles in Morn's negotia tions with the country's left wing Socialists, who advocate neutralism. The foreign policy statement, contained in a draft motion put to a Christian Democratic par liamentary group, was a strong er pledge to the West than Moro's previous stand in nego tiations with Socialist leader Pietro Nenni. Two Berlins Sign Yule Visit Pact BERLIN (UPI) - West 3er !in today signed an agreement with Communist East Germany lo permit Wcsl Berlincrs to cross through the Commu.iist wall for Christmas visits in East Rrrlin. A West Rerlin envrrnnvnt spokesman announced the acreement after long negotia tions with th Communists. It will he the first time West Borliners have been permitted in the Communist half nf their cily since the wall went up in August, 1061. Testimony Begins In Klamath Trial KLAMATH FALLS (UPI) -Opening statements were read by the prosecution and defense and testimony began today in the first degree murder trial of Archie Foster. 2fi, Salem. Foster is charged with the fatal shooting of Mrs. Eunice Biss, V, Beally. Her body was found in a car in front of her home April 22. At the hoard meeting in San Francisco last month, it presented a mass of statistics to prove that a teach er shortace was imminent. "We cannot staff our schools in 1964 and possibly for some years to come unless some type of provisional, limited or post poned credentialing is main tained," the association said, extending the provisional cre dential system for six months, until June 30, 1964. But they stipulated that this would be the end: There would be no more provisionals after that date. j Solution Offered j At a recent meeting in Los Angeles, board members heard a permanent solution of fered by the board's credential ing committee. After a brief re view, members agreed to pre sent the plan at a public hear ing in February. Whether it will satisfy both the teachers and administrators is still anybody's guess. Under the plan, persons who could not meet the full licens ing requirements would never theless be granted a regular teaching credential. However, it would indicate that they were only "partially fulfilled.'' Also, the holdee would be required to make up his deficiencies within a stipulated time. By granting a regular creden tial instead of the old provision i.l, the new plan would bring these "partial fulfillments" un der the state's minimum salary law for teachers. The law, re quiring a minimum of $4,500 an nually, did not apply to provi sional credential holders. Clarence Lane Flies Over Ashland Area ASHLAND Clarence Lane, better known to many as "Mr. Ashland," got his first bird's eye view of his native town and valley when he flew with Pilot Al Porter last Wednesday. The 93-year-old man was en thusiastic over the experience and commented "it's sure dif erent from the riavs when I drove a horse and buggy over these hills." Porter, president ot Porter Aviation, Inc., Ashland, made the flight in a 10(4 Piper Cher okce, which he had brought from Florida a few weeks ago. The pilot is a seven year vet eran of the. Air Corps, where he flew Jet F-lOls. He has the Pi per distributorship and also owns a five place twin en gine plane for charter flights.
