The breakthrough, hailed by backers as the greatest in a century, came late Tuesday with Senate passage on a 54-27 vnlB of a $1.2 billion "bricks and mortar" college construe lion aid bill, the measure, passed by the House Nov. 6, au thorizes direct grams onu iuw interest loans for the construc tion of classrooms, libraries and laboratories. President Johnson hailed the Senate's action as a "major step forward . . . this Congress is well on its way to doing more for education than any rnnoross since the land-grant rnllrci. act was passed 100 years ago." The bill was ex pected to be ready for his sig nature by Wednesday. I-nrntne Another Victory Advocates of federal aid to education expect to win another long battle before Congress goes home this year. House-Senate conferees Tuesday agreed on a $1.5 billion measure that would inject substantial new money into existing federal aid pro grams for vocational education and college student loans. That compromise measure may get through both the House and Senate this week. A college construction aid bill similar to the measure passed Tuesday almost got through Congress last year. It foun dcrcd at the last minute on the united opposition of Republi cans to a new student assist ance program, and of Southern ers to direct federal grants for private and church-connected colleges. Student aid was left out of this year's college bill but the church-state issue still plagued it. However, sponsors put lim itations on use of the money to iiuarrt ncainsl the use of tederally-Iinanccd classrooms for teaching subjects with reli gious overtones. In addition, $145 mil lion in grants would be author ized for post-gradualo univer sity facilities. The loans would total $360 million over the three years. Interest rales would be pegged near the government's own cost of borrowing money and repay ment could be arranged for pe riods as long as 50 years. Colleges could seek grants to pay up to one-third of the proj ect cost and loans to finance up to three-quarters of the remain rr. Tho vocational aid bill would add $7:11 million over four-years to the present $58 million year ly aid allotment for job train ing schools. At the end of the period, for vocational schools federal aid would level off at nearly $300 million a year. The measure also carries au thority to continue until June VXS, at a cost of $527 mil lion, the present "impacted areas" aid program for schools crowded by the children of fed eral workers and servicemen. Finally, it added $304 million to continue the National Vc fensc Education Act (ND1CA) through June 30, loss, including a 50 per cent increase in the present $00 million yearly stu dent loan fund authorization. Ngo Dinh Nhu, sister-in-law of as sassinated South Vietnamese Prcnidcnt Ngo Dinh Diem, has been grantel political asylum in France, informed sources said today. The informants said Mine. Nhu, whose husband, Ngo Dinh Nhu, also was slain, had a diplomatic passport when she ar rived here last week from Hume to start a life of exile in what she called "gentle" France. UNIDENTIFIED KOREAN KILLED IN SCAVENGER HUNT SEOUL, KOREA (UI'I) An unidentified Korean killed by South Korean troops in the demilitarized zone Monday ap parently was a scavenger searching (or strop metal, a spokes man for the United Nations Command said today. The spokesman said the victim, who was dressed in old American fatigues, entered the buffer zone between North and South Korea Monday night with two other Koreans. All carried food, digging tuols and empty sandbags, he said. The other two men escaped. No other business was sched uled. Brief and moving tributes were paid to the late President at a special, unscheduled Sen ate session on the morning of Nov. 25, shortly before Ken nedy's flag-draped coffin was removed from the great Ro tunda of the Canitol for funeral services at St. Matthew's f aihe dral. But only Democratic leader Mike Mansfield, Mont., and Re publican Leader Everett M. Dirksen, 111., spoke on that oc casion. Bennett To Remain In Education Work PORTLAND (UPI) -Dr. Frank Bennett, retiring next year after 12 years as president of Eastern Oregon uoliege in ua Grande, said Tuesday he plan ned to make his home in the Willamette Valley. Bennett, a former school sup erintendent at Salem, Albany and Tillamook, said he would remain with education in a con sulting capacity. His retirement next Aug. 31 was announced at the Board of Higher Education meeting here. No successor has been chosen tor the EOC job. Ashland Woman Is Arraigned in Court Mrs. Lee Spencer, also known as Jacquelin Ruth Kephart, 28, ol 340 Uranite St., Ashland, was arraigned in Jackson County District Court this week on a fugitive warrant from Everett, Wash., charging her with obtain ing signatures under false pre tenses.
