(UPD A legal Tight brewed today over the U.S. Bureau of Prisons' re fusal to relinquish a manuscrpit written by the late Robert Stroud, the famed "Birdman of Alcatraz." Bureau allorney Eugene Bar kin notified Stroud's attorneys Monday that Stroud's many per sonal effects, including a manu script entitled "A History of the U.S. Prison System," would not be released. Several months before Stroud died here last Thursday at the U.S. Medical Center for federal prisoners, he Instituted legal proceedings to force the bureau to permit publication of the; manuscript, v . 1 Tho 73-year-old Stroud, who' gained fame for his knowledge of bird diseases, siwnt 54 years behind bars. His book on bird diseases won international ac claim. Stroud died of acute coronary thrombosis at the medical cen ter. He had twice been convict ed of murder. During his lonely hours in prison, he became a self-taught expert on bird dis eases. The movie, "Birdman of Alcatraz," was based on his book on bird diseases. Texas Planning Court of Inquiry AUSTIN, Tex. (UPI) -Texas Ally. Gen Waggoner Carr cal led in his top aides today to plan a factfinding court of in quiry into the assassination of President Kennedy and the slaying of his accused assassin. It will be the closest thing to a trial in Texas of Lee Harvey Oswald, who would have been brought to justice in a Dallas criminal court next January had he lived. Assistants said Carr told them before he left (or the fu neral to gather all available material on courts o( inquiry ' and be ready to recommend specific moves to him at a staff meeting today. : Carr said the inauirv will be I a "thorough, complete and im partial investigation." The re sults will be made public, but minings are not privileged un der the laws ot libel. He said he thought all facts surrounding tho killings of Ken nedy and Oswald should be made public.
