ONE TENTH OF ""j""" 1-ISoEBCiUT McNamara Orders Air Force to Take Charge of Ranges WASHINGTON (UPI)- In a major management shake-up de fense secretary Robert McNa mara today directed the Air Force to set up a new office for supervising the nation's rocket test ranges on the At lantic and Pacific coasts. An effect of the- management shake-up was to enhance the Air Force's already dominant role in the military space pro gram. , The Navy lost much of its re sponsibility for the Pacific mis sile installations from which in tercontinental ballistic missiles and Polar satellites are launch ed. Specifically, during the -year starting next July. 1, the Navy will turn over Point Arguello, Calif., to the Air Force. The Arguello launch area is adja cent to Vandenberg Air Force Base and, though under Navy control now, largely serves the Air Force. McNamara also directed that the support facilities for anti missile tests at' Kwajalein Is land in the western Pacific be transferred from the Navy to the Army. The reshuffling will take place over about 18 months and is de signed, McNamara said, "to im prove the over-all management of these facilities by clarifying responsibilities which now over lap and by consolidating ICBM (intercontinental ballistics mis sile) and satellite test range fa cilities under the one central Air Force authority." Sunday Motoring in Jerusalem Causes Jewish Demonstrations By ELIAV SIMON United Press International JERUSALEM (UPI) - The approach of each Saturday brings uneasiness to this Bibli cal city because it forebodes the possibility of new dem onstrations by Orthodox extrem ists against violations of the Sabbath. Angry disorders have shaken the serenity and sanctity of the Jewish Sabbath here for the past four months. They center around the area called Mean Shearim, the ultra Orthodox quarter. The trouble has been gen erated by a handful of extrem ists who call themselves, in the Aramaic language, "Natorei Karta," which means "Guar dians of the City." Aramaic was the language of the Scrip tures 2,000 years ago and the vernacular of Jesus and his dis ciples. Orthodox Jewish law forbids travel on the Sabbath. The Or thodox also take literally the verse in Leviticus (19:17) that says, "Thou shalt in any wise rebuke thy neighbor." To them, this means that if anyone is seen desecrating the Sab bath by riding in a vehicle he should be rebuked for it. At first the "Guardians of the City" were content to stand by the road leading past their quar ter and cry out verbal scold ings to ill riding any form of vehicle. Many automobiles using this road on the Sabbath are cars driven by diplomats, au thorized non Israeli' Christian clergy, and tourists traveling to and from Jordan by way of the Mandelbaum Gate that sep arates Jewish and Arab .Jeru salem. . v. The wrath of the Natorei Karta often has been directed aeainst oartin of tourists dropped by Jordan buses and picked up by other buses on the Israeli side. From the original shouts of "Shabbess!" (Sab bath) to remind the "sinners' of the sanctity of the day, the Natorei Karta progressed to throwing stones and, finally, bot tles, old furniture and trash cans. The targets include police' men sent to protect the traffic There is little question the country is disturbed. Rabbi Amram Blau, ultra Orthodox leader, was asked whether it was not a sin against the Sab bath for the children to engage in such acts as stone-throwing. He replied: "It is really a sin, but when committed by children constitutes a light offense." An. other rabbi said, "If we did not let the children protest desecra tion of the Sabbath they would tninK it is permitted A number of solutions have been proposed to end the un rest. These range from building a bypass around Mean Shearim to constructing a highway tun nel under it.
