V This appears to be the con sensus of two representatives of the federal government's Urban Renewal Administration who are here looking over the com munity this week. The visitors are Norman Wal ters, engineer, and John Bald win, code specialist, both of whom - are based at the San Francisco regional office of the U.S. Housing and Home Fi nance Agency, of which the Ur ban Renewal Administration is a part. .. Make Preliminary Study ' They are here making a pre liminary study in connection with Jacksonville's application for a $41,086 federal grant to fi nance a year-long study of the cost and feasibility of restoring the central area of the city. When interviewed Wednesday, the two seemed intrigued by Jacksonville and its possibili ties, but expressed concern over some basic problems the project faces. The preservation of Jackson ville is a project that is unique in the whole western United States, they indicated. Because of this fact, a somewhat origi nal set of standards may have to be set up for it. Most urban renewal projects involve the demolition of old buildings, Walters explained, while in the case of Jackson ville it is proposed to restore old buildings, many of which fall short of modern building standards, A determination will have to be made as to what building standards in the restor ation project would be realistic. - In Better Condition The two men said the appear ance of the masonry along Cali fornia Street was "dishearten ing" when they first laid eyes on it, but added they had found upon investigation that the foundation structures of many of the building; "are in a much better condition than we had expected." "Many of the buildings will take a little shoring up under neath," Walters said, "but that would be a minor expense." A few of the buildings in the core area, however, "are about as far gone as they could be without collapsing," Baldwin noted. . One problem that concerns both men is what to do about earthquakes. It's something that can't be ignored, they in dicated, but on the other hand it would be difficult to make the buildings earthquake proof.
