House Passed, Senate Finance committee holding hearings, scheduled to end Dec. 13, Stock and Bond Taxes To retard flow of American capital abroad, Kennedy has proposed that purchase taxes be levied on Americans who buy foreign stocks and bonds from foreign ers. House -7- Ways & Means committee has started closed- door consideration. Senate Awaiting House action Fallout Shelters President Kennedy wants authority to make Federal contributions to ward construction of civil de fense fallout shelters in schools, hospitals and other non-profit institutions. House Passed one year, $19 million bill. Senate- Nothing scheduled. Foreign Aid Adminislra tion asking $4.5 billion. House- Passed , authorization bin set ting appropriations ceiling of 13,5 billion. Senate Recom mended $3.7 billion. Health Insurance President wants hospitalization program for persons 65 and older financed through social security taxes. House Ways & Means commit tee debating but no chance for passage this year. Senate Awaiting House action. Colleges President asked for new program of loans and grants for building classrooms, libraries and laboratories, House and Senate passed differ ing versions. House Approved compromise that would provide $1.2 billion over three years, with emphasis on science, engi neering, mathematics and mod ern foreign language instruc tion. Compromise awaits Sen ate approval. Vocational Education Ken nedy sought to increase in cur rent annual Federal aid of $57 million for job training schools. House Passed bill that would boost aid to $237 million a year. Senate Passed boost to $243 million, added extension and en largement of national defense education act; three-year ex tension of "impacted areas" school aid. House-Senate con ference committee appointed to work out a compromise version is in recess. Libraries President wants construction and operating aid for city as well as country libraries. Senate Committee approved Package Civil Rights Bill - Kennedy wants new safeguards for Negro voting rights, ban on customer discrimination by pri vate businesses, Justice Depart ment authority to start school desegregation suits, White House authority to cut olt Federal aid to discriminatory programs, creation of Federal agencies to fight government-related Job bias and help mediate local race disputes and continuation of civil rights commission. House Judiciary committee approved bipartisan compromise which seeks to end racial discrimina tion in voting, education, em ployment, unions and in use of privately-owned lodgings, eating establishments and places of amusement; would make civil rights commission permanent. Rules committee may be asked for hearings this week. Senate Judiciary committee hearings on package bill in recess, no action expected. Outdoor ' Recreation Ken nedy wants a special land and water conservation fund to finance purchase of additional Federal and state park lands USIA Employe Leaves Hospital PORTLAND (UPI) -Donald Smith, an employe of the United Stales Information Agency (USIA), has been released from Good Samaritan hospital after a physical checkup and plans to return to the agency in Wash ington, D. C, relatives said to day. Smith had been reported missing by the USIA after fail ing to report as scheduled for an assignment last month. H e turned up at a brother's home in nearby Beaverton and entered the hospital Nov. 10. Relatives said he had been in touch with the USIA. Two Youths Referred To Juvenile Officers CENTRAL POINT-Two Cen tral Point iuvenile bovs. both 14, have been referred io the Jackson County Juvenile De partment after being appre hended for shoplifting at Van Wcy's Thrift Market, Central Point, according to police. Police also report that an abandoned vehicle registered to Stephen and Hazel Ragan, 6810 Redwood Highway, Grants Pass, has been placed in police storage. Police were unable to locate the owners. Depressed Areas Kennedy asked Congress to expand sharply program of Federal re development aid to local indus tries designed to create jobs in areas of chronically high un employment. Youth Employment Ken nedy asked new $100 million youth conservation corps for outdoor w o ! k in forests and parks; home town youth corps for local civic projects. House Education committee has ap proved, pending in rules com mittee. Senate Passed. ' Domestic Peace Corps Presi dent asking for new organization of 1,000 to 5,000 skilled volun teers to carry out work in this country similar to peace corps project abroad. $5 million Jirsl year cost. House Education and Labor committee concluded hearings. Senate Passed. Price-Cutting Administra tion-opposed bill backed by druggists and some other retail groups is designed to stop retail price-c u 1 1 i n g of brand-name merchandise. House Com merce committee approved, pending before rules committee. Senate Commerce subcom mittee tentatively set res hearings Nov. 26. Bills Enacted: Military Pay President asked $1.2 billion annual pay boost for servicemen, reservists and retirees. Congress approved $1.2 billion increase with some changes Including elimination of boosts for low-ranking enlisted men with less than two years service. Draft Congress granted Kennedy's request for four-year extension of selective service and doctor draft. Feed Grains Congress ex tended for two years temporary program of paying farmers to hold down surplus production of corn and other feed grains. Silver To combat shortage of silver for coins, Congress gave administration authority it requested to replace existing silver-backed $1 bills with gold backed $1 bills. Women Workers Starting next June employers must pro vide equal pay for women work ers who do the same work as men; new law applies to jobs covered by minimum wage-hour law. Taxes Congress in response to administration request ex tended for another year present temporary tax rates on corpora tion profits, liquor, cigarettes, automobiles, telephone calls and airline tickets which had been scheduled to drop to lower levels July 1. (Corporation tax rates would be permanently revised downward, if Kennedy's tax reduction program is enacted.) National Debt Limit Con gress granted President s re quest to extend through Nov. 30 temporary ceiling of $309 billion on national debt. Ceiling would have reverted to $285 bil lion Sept. 1 without the new legislation. (New extension for Increased $315 billion debt limit for last seven months of fiscal year slated for House vote this week.) Student Nominated For Fellowship George M. Wilson Jr., son of Mr. and Mrs. George M. Wilson, 35 S. Berkeley Way, is among 82 seniors in the college of lib eral arts, and sciences at the University of Kansas, Lawrence, Kan., 1 nominated by faculty members to compete for Wood row Wilson national fellowships in 1964-65. The Woodrow Wilson fellow ship program is aimed at re cruiting talented young men and women into college and univer sity teaching. Each winner re ceives a one year fellowship covering tuition and subsistence for graduate study, usually at me institution 01 nis choice. The un ions .rejected a five per cent wage raise offered by management. Qtepka 'Railroaded', Sen. Thurmond Charges WASHINGTON (UPI) - Sen. Strom Thurmond, D-S.C, charged Sunday that Otto F. Otepka, who was fired as a Mate Department security offi cer, "was railroaded with meth ods characteristic of a police state. Otepka was dismissed for giv ing information to the Senate in ternal security subcommittee witnout authorization of his su periors. Thurmond said the dis missal "points up the pressing need for a full investigation of the State Department." APPROVES NOMINATION WASHINGTON (UPI) The Senate Foreign Relations Com mittee Monday approved the nomination of Benson E. L. Timmons III to be ambassador to Haiti. Said Committee Chair man J. William Fulbright, D Ark., to Timmons: "You have my sympathy.." TWISTER DIES VIENNA, Austria (UPI) - A young woman died of a heart attack during a twist tourna ment here Monday night, police reported. Police tried mouth- to-mouth respiration in efforts to revive Ernestine Tohmsitz, 20, but she did not respond. Oregon Traffic Death Record Set BEAVERTON (UPI) -Oregon set a traffic death record for one year when a 60-year-old woman was struck and fatally injured by a car near here Mon day night. The Traffic Safety Division in Salem said the fatality increased the state's highway death toll for the year to 493. The old rec ord was 492 in 1959. The victim was Margurite Reddy of Beaverton. She died in a Portland hospital about two hours after she was hit by the vehicle on State Highway 8. State police said Philip Gunk el of Beaverton was driving the car.
