CUT-RATE HAUTE-COUTURE There's a new, booming industry in the U.S. today which is so hush-hush that one of its leaders calls it "the industry which isn't an industry" and adds flatly, "We don't like any publicity at all." . The business already runs into hundreds of millions of dollars a year, is now spreading from New York, heart of the fashion industry, into cities across the nation. Yet, it's so se cret that every segment in it manufacturer, retailer, cus tomer resenis puDiicuy, aavertising is next to zero, many advertising media won't accent its ads or even mention tho industry's existence and no hard statistics are gathered or re- veaiea. , This secret business is cut-rate haute-couture the sale of the highest fashion, most expensive, original dresses, suits and coats in unfashionable, plain pipe-rack shops at prices often below wholesale and representing savings from the initial prices running to hundreds of dollars per item. In New York City alone, at least three new high fashion discount stores have opened in the past 12 months and more are piannea. ine two largest chains Loehmann s, biggest and oldest in the business, and Bolton's-Forman's now have a total of 10 stores in the city and suburbs. Bolton's-Forman's has boosted its annual gross from $189,000 in 1954, the ye&r me company was iormea, 10 ?2.4 minion today; expects to ex pand its present four-store chain to Washington and Chicago soon. ii you wanted into one or these modest, unassuming stores located well off the gold-plated clothing track, you'd see an unforgettable sight: dozens of beautifully dressed women pulling dresses off iron pipe racks, trying them on in crowded community dressing rooms,, having whispered conversations with salegirls about the identities of de signers of particular dresses, then checking out their final purchases at cash registers as though the costly items were bags of groceries. If you are fashion conscious, the designers' names and price tags would stun you, for you'd find samples from the greatest names in United States fashion: Trigere, Norman Norell, Dior. You'd see a new, undamaged Oleg Cassini dress priced in a top-name shop at $110 tagged here at $49.95; a three-piece Ben Zuckerman suit priced at $795 on Fifth Ave. tagged here at $499.95; a Molly Parnis dinner gown advertised at $125 tagged here at $69.93. Prices at these cut-rate shops range from $12 to $1,200, average $40-$60, and the markdown on each is usually at least 40 per cent. Where do these clothes come from? They come from de signer - manufacturers who have produced more than they can sell to their preferred outlets, the big-time buyers for the na tion's top stores. Either because they've produced too many dresses in a specific size or color or have misjudged the mar ket, the manufacturers have clothes left over. Instead of scrap ping them, they let the discounters buy the clothes at rock-bottom prices. The discounters, in turn, clip out the labels to pro tect the manufacturers from possible retaliation by the big time store buyers. Although Bolton's-Forman's stocks 30,000 items at all times, Murray Forman says frankly, "Our cus tomers must understand that they can't necessarily buy what they want when they want it. They may find sizes, seasons and styles slightly off." Who are the customers and how do they know they're getting (he real thing without the guidance of labels? While some customers simply walk in off the street and don't know what they're getting, a spokesman for Lochmann's reports, "There is a large body of sophisticated women who know feminine fashions inside and out, who can tell who de signed a dress from its lining. They know how to shop. They read the fashion press and can recognize the real thing without name tags or labels." Many of the customers fashion models and editors, dip lomats' wives, clothes-conscious career girls first window-shop the top stores to study styles and prices, then go to the dis counters 10 ouy. some visit tne stores weekly to check on any new big-name bargains. Despite the plea, "Don't give us any publicity!" this story is too good to hide. If you can find a cut-rate haute-coutre out let, if you know high fashion and don't mind pipe-rack shopping, see for yourself what bargains there are for you. PHNOM PENH. Cambodia (UPI) Prince Norodom Si hanouk made another statement over the weekend "to clarify the situation" on the future of U.S. aid to Cambodia, but it had American officials here as puz- ziea as ever. The prince said the United States must withdraw its mili tary mission from Cambodia and cut all strings attached to military aid. There was no comment frnm the U. S. Embassy, but offi cials were concerned over the reasoning behind the latest statement on his position. Informed sources said his anti-aid policy indicates to them that he fears the activities of the U. S. Central Intelligence State Bar Rejects Fund for Clients PORTLAND (UPD-Members of the Oregon Stato Bar have voted against setting up a fund to reimburse clients who were victimized by unscrupulous at torneys. The association reported Sat urday that a secret vote showed 1,079 attorneys opposed to the fund and 658 in favor. Another 109 said they were undecided. The security fund would have been used to pay clients who lost money to an attorney through embezzlement, conver sion, or other misappropriation. Former Portland Broker Slugged; Robbed of Gems NEW YORK (UPI) A wealthy Wall Street banker who is a former resident of Port land, Ore., was pistol-whipped Sunday by two bold burglars who fled with $35,000 of his wife's jewelry. The robbery was the latest in a series of major Manhatten jewel thefts. This time police said tney nad "good" informa tion about the bandits. The two men, one about 40 and the other about 28. over looked even more valuable gems in their haste to flee the Park Avenue apartment of John Gur ian, 62, a vice president of Mer rill Lynch, Pierce, Fenner and Smith, the country's largest stoat orouerage firm. Gunan lived in Portland for 50 years and headed the firm's office there before his transfer to New York in 1955. Theft Charge May Postpone Wedding CHICAGO (UPI) - Frank Vercillo and Ann Farrell may have to postpone their wedding Saturday. Police scheduled a hearing for them Thursday on charees of theft after Vercillo sold a $100 wig to a female police in vestigator. Authorities said the wigs were stolen from the Victory Beauty Supply Co., by Miss Farrell, an employe of the firm. Police said she told them she needed money to finance her marriage to Vercillo. Agency (CIA) and is afraid it is plotting to overthrow him They said Sihanouk is con vinced the CIA was behind the coup in neighboring South Viet Nam and that a similar fate could be in store for him. Sihanouk called a news con ference Saturday to clear up a series oi coniucting statements. A man noted for his chance- ability, Sihanouk switched po sition several times in the past two weeks about American mili tary and economic aid. Sihanouk had rocked Western chancellories first by declaring mat amoodia would renounce neutralism and end all Western economic aid if the United States did not silence by next uec. at radio oroadcasts by reb el forces who he said are Dlot ting against him in neighbor ing Thailand and South Viet Nam. By design or coincidence, the broadcasts stopped almost im mediately. Nationalized Trade Then on Nov. 10, Sihanouk announced that starting next Jan. 1. the nation's export- import Dusiness would be na tionalized. Then, on Tuesday Nov. 12, Si hanouk decided to cancel Amer ican aid after all, starting next Jan. 1, a move that would cost Cambodia $10.4 million yearly in U.S. economic help and $18.8 million in military aid at cur rent rates. "We'll be poorer, but we'll be more independent." Sihanouk said. But two davs later, he sairl that American military aid could continue if it was offered without strings attached. He added that cultural or project aid also would be acceptable provided the United Statm helped Cambodia halt the ac tivities of the "Free Khmer" rebels. He apparently remained convinced that the rebel group is being sheltered in South Viet Nam and that it would be a simple thing for the United States to stop it. However, Sihanouk's ' real views are uncertain.
