an Antonio Residents Shaken as TNT Containers Explode SAN ANTONIO, Tex. (UPD Tons of TNT exploded In a con crete bunker at the Medina nu clear weapons plant Wednes day, panicking residents into believing it was an atomic blast. After the original shock of the explosion, which staggered pedestrians and blew out store windows in downtown San An tonio 12 miles away, people panicked and fled in every di rection from the plant. Roads outside the site were clogged with bumper-to-bumper traffic and a huge black cloud from the explosion drifted slow ly over the area. People as far as 50 miles away called to ask what had happened. Inside the plant confines, of ficials were already piecing to gether details of the blast and checking for radioactivity. It was soon determined that a concrete storage bunker con taining 13 to 28 tons of TNT had exploded while three men were loading containers of the stuff into the bunker. Soviet Union Getting No Special Privileges In Negotiating Wheat Deal With United States (Continued from pace 1) Wheat: Kennedy said he does not know what the outcome will be of negotiations for sale of U. S. surplus wheat to Russia. These are commercial negotia tions, he noted, and said the United States is giving the So viet Union no more privileges than would be given any friendly country. Security: He justified on grounds of national security new travel restrictions which the State Department imposed this week on diplomats from five eastern European Soviet satel lite countries. These safeguards, the President said, were deemed necessary to protect the security of U.S. defense sites. Oil: To a question about Ar gentine threats to take over American-owned oil companies, the President said this govern ment was concerned about the question of adequate compensa tion for the companies and that this issue was a subject now in negotiation. Medical: The President said he believes his medical care bill ultimately would get cut of com mittee and reach a vote in the House but not necessarily this year. He said he was looking forward to the "delivery" in this Congress but it might not come this year. He said this was like ly to be "an 18-month delivery." Missile: President Kennedy said he didn't think that the Russians had solved the problem of developing an effective anti missile missile any more than the United States had. He said the problem was one of "satura tion." He acknowledged that the United States had not solved the problem of contending with a "maximum" attack. But he re fused to discuss in any detail any information he might have regarding an anti-missile missile Foreign Briefs AirtPOUT GROUND PERSONNEL STRIKES IN FRANCE PARIS (UPI) Airport ground personnel went on a one-day strike here today but an Air France spokesman said nearly all long-distance (lights would leave on schedule.
