Chapter head-' ing: Voter Registration. The Mystery: Which side in the: story would prevail when the' drama is completed. The story is unraveling in two ; rural southeast Louisiana coun-j ties which are called parishes j in that state. The plot is a fam-; iliar one in the rural South: Ne-J groes make up a very small' portion of the registered voters' list. Are they being intimidated from voting? Some Negroes say yes. Officials say no. The fed-: eral courts probably will de-j cide, following suits from the Justice Department and a study 1 by the Federal Bureau of Inves tigation, j Target Of Drive j East Faliciana Parish where j Clinton is the county seat and j West Feliciana with St. Francis-! ville as the seat have been the i targets in recent weeks of aj concerted Negro voter registra-j lion drive conducted with the i help of the Congress of Racial : Equality (CORE). Monday, more Negroes came to St. Franrisvillc, apparently after training in a CORE registration clinic, but they were rejected. They were un able to comply with state voter registration laws which permit a registrar to use a series of tests. First, they were required to show drivers' licenses issued in the parish of their residence; next, birth certificates, and fi nally they were asked to pro duce two registered voters who could identify them. Mare Requirements Negro election workers called in the quartet that had been registered last week according to them, without the test. But this didn't help Monday because another requirement which can be enforced is that the two character witnesses must he from separate wards af the 10 ward parish. Some Negroes were claiming that intimidation was at the root of the lack of registration enthusiasm, James A. Payne, a tl-y,ir-old Negro, said a trio of white men came to his home. Sired two shots into the ground be tween his feet and threatened to kill him if he sought to reg ister. Payne did not turn up Mon day. A CORE spokesman said it was because he was at a hos pital for treatment of a face wound said to have been in flicted when hit with ? shotgun by a white man. No Formal Complaints Sheriff William C. Percy S3id, however, that he has had no formal complaints of any threats against Payne. Federal agents were observing the reg istration scene. In East Faliciana next door, white leaders blamed CORE for producing racial turmoil that could cost lives. Van Burkirk, a white attorney, told a three judge federal court panel last week he had never heard of anybody being deprived of their voting rights in thai parish. Civil rights spokesmen said another voting suit probably will be filed with the Justice Department, one of a growing number of such cases now hit ting east and north Louisiana. 1960 Chcv, 8 pass.
