6 D - Common Market 1 Offers Solution To 'Chicken War' BRUSSELS (UPI)-Thp Com mon Market has officially in formed the United States it is willing to settle their 15-month old "chicken war" by interna tional arbitration.. But there was no immediate American acceptance of the oner. U.S. Ambassador to the Com mon Market John W. Tuthill was eivcn the text of the Com mon Market offer which was formulated Tuesday by Execu tive Commissioner for Foreign Relations Jean Rey. Rey and Tuthill, at a midnight meeting, spent three hours discussing the note. Tuthill made no statement when he returned to the U.S. mission. Informed sources said he would continue discussions with Rey. This indicated some last-min- ute hitch may have occurred . although both sides kept strict secrecy over what it might be. Arbitration Favored . Common Market foreign min . istcrs Tuesday approved a pro posal by the executive com mission that a panel of experts at General Agreement on Trade and Tariff (Gatt) headquarters in Geneva arbitrate the issue. The ministers said the panel should fix the amount of Euro pean reparations to the United States to compensate for the money lost by U.S. poultry ex - porters when the Common Mar ket increased its tariffs about 300 per cent. The United States says this amount is $46 million. The Common Market argues that the figure is only between $13 and $19 million. After the panel fixes the fig ure the United States and the community would meet to de cide how the reparations if any would be implemented. NO BARGAIN BINGHAMTON, N. Y. (UPI) Fifty-one cents cost Donald Clark, 27 of Bingham ton 30 days in jail. Clark pleaded guil ty to petty larceny after he was accused of taking the money from a new vendor on the post office steps. He told the judge he and another man took the mon ey to buy coffee.
