Doug las said Monday he was glad lllis nation was on the right track in combating racial dis crimination. Justice Douglas, accompanied by his young wife, spoke at the opening of reading week at Lewis and Clark College. He said, "I'm sure that if this country had tried to segre gate Jews and keep, all of them in one school, everyone would have agreed years and years ago that it was unj';st discrimi nation." "But," Justice Douglas added, "with the Negro it was differ ent. His background of slavery and servitude, and of being termed an unequal person, cast a long shadow which has been more difficult to remove. I'm glad this nation is on the right track." National Debt Limit Con gress granted President's re quest to extend through Nov. 30 temporary ceiling of $309 billion on national debt. Campus Discipline Left To Students EUGENE (UPI) - President Arthur Flemming of the Univer sity of Oregon says students themselves will be in large part responsible for campus disci pline this year. Flemming told his Monday news conference the program being adopted this year by tlis university goes as far is any institution in the country in plac ing responsibility for student conduct on the student.
