THURSDAY, SEPTEMBER 26, 1963 2 C MEDFORD MAIL TRIBUNE, MEDFORD, OREGON Rural Housing Loan Program Expanded To Include Others Fur Fashions Best Way To Appear At Most Elegant CRAY FELT Newest inspiration ahead for fall is this casu.il gray felt in the Garbo manner. Tucked under the chin is a strap, a flattering anchor on windy days. A soft air is added with skin perfume, a new concept in fragrance. View of Fashion Inspires Jewelry Designers in '63 Fall's view of fashion has In spired jewelry designers to cre ate styles especially to accent new topside shapes such as high - rising waistlines accom panied by extra little jackets, cutaway bodices and portrait necklines. Puffed and billowy sleeves focus attention on bracelets and single charms. Pendants and beads fill in necklines beau tifully. Jacket necklines deter mine the type of jewelry to be worn. Vertical and V shape necklines lengthen the appearance of a short neck. They can be ac cented by a matinee length necklace or a diamond drop pendant; both move the eye downward for a slender look. Curved Prongs Many pins with curved prongs allow space in back so that they can be attached to necklaces and worn as a pendant. High collars add softness to a loo-slender neck and are per fect foils for showing off a pin at the collar edge or shoulder (earn. For bared necklines, a favor ite choker of pearls acquires an elegant touch when an or dinary metal clasp is replaced by a mound of pearls nestled with diamonds. Waistlines on the rise present a new approach to the empire look. Traditional jewel for cm- vogue made popular by Em press Josephine when she wore a diamond pin at the center front of elevated waistlines. Perfect Balance Design of the center pin should be symmetrical, not a trailing spray of flowers. Per fect balance of the pin unites the jacket and dress as the focal point of the costume. Abstract jewelry is bold in color and simple in form for fall. Women who prefer the contemporary look will accent their fall fashions with long, skinny ropes, long, skinny ear rings and modernistic pins. Choice of white or yellow metal for accent pieces depends on the jewelry a woman already owns and wears constantly, such as her diamond engage ment ring, wedding' band and other favorite pieces. Matching metals is important when jew elry pieces are worn close to gether. pire - cut apparel is a pin, a supplies. DECLINE NOTED Mild production of high pro ducing cows may decline as much as 20 per cent when the temperature increases from 75 degrees to US degrees, accord ing to Ohio Slate University Ex tension agricultural engineers. Farmers spend more than $2 ion annually for labor and GRANTS PASS - The r u r a i housing loan program of the Farmers Home administration has been expanded and a recent modification may cnanie addi tional families to qualify, Eu gene M. Denncy, supervisor of Jackson and Josephine counties, has announced. "Families living in rural areas and small rural communities, even though not engaged in farming, may now be eligible," Denny said. This is in addition to families who are engaged in farming. He emphasized, how ever, that loans may not be made in subdivision areas. The rural housing loans are authorized for construction, re construction, repair and remod eling of dwellings and essential farm buildings and include do mestic water supply. Size and type of construction of dwellings must be adequate to meet the neds of the family, but is limited to what is modest in size and design. To qualify, a family must own a farm or housing site in a rural area or small community, Den ncy said. They must show that sufficient income will be avail able to meet all expenses and debt payments. Refinancing is not authorized, but the loans may at times be made on a sec ond mortgage basis. Favorable Interest Rale The 4 per cent rate with re payment period up to 33 years is favorable. The loans are not, however, made in competition with services of other estab lished credit firms, he pointed out. If a family has income and financial resources to obtain other financing on terms they can reasonably be expected to repay, they may not qualify for the loans. The program is important in promoting development of rural areas. It not only helps a fam ily obtain better homes, but also may provide more jobs for builders and increased sales in construction materials, Denney noted. A new authorization provides additional services for senior citizens. In addition to the other housing purposes, these loans may include purchase of home site and in some instances, of a previously occupied dwelling. They apply to individuals 62 years of age and over, Denney noted. Additional information on the loans may be obtained at the Farmers Home administration office in Grants Pass, which services the Jackson and Jose phine county areas. The office is located in the Southern Oregon Bank building and the mailing address is post office box 311, Grants Pass, Ore. California occupies one - third the Pacific coastline of the U.S. mainland. I Most elegant way of all to look sportive for fall U in fur fashions. Country casualness and city sophistication meet to perfection in curly furs, fluffy furs, flat furs. Mink continues to hold the favored position, and fall brings the happy news that this luxury fur is somewhat less costly. Mostly, mink is utterly elegant, sultry and sophisticated, but it has its sportive moments, too, as in a walking length coat de tailed like a sailor's pea jacket. Even the most elegant minks may take a casual touch, with leather trims or belting. Enter the Fun Furs The sportive look is, however, first of all the province of an entirely new category of furs. Called sport furs, they're dis tinguished by their casually dashing styling and also by their comparatively modest price tags. Most are priced at under three hundred dollars and are consequently expected to ap peal both to the budget-and-fashion conscious young set and to the more mature as a "sec ond" fur. Pelts for fun furs come from a wide range of animals and include squirrel, guanaco, lynx, timber wolf, monkey, tiger, kit fox, as well as many spotted furs, reptile and stenciled calf. They're designed for every thing from skiing to at-home wear. There's Elegant Variety As for that "first" fur, whether it's sportive or sophis ticated, it too can be chosen from a great variety, since fashion is by no means limited to mink, spotted furs, for in stance, continue in high favor. Due to the increasing rarity of leopard, the spotted look is most often achieved with such furs as jaguar, ocelet and chee tah. Both elegant and sportive in terpretations appear in fur seal, Persian lamb, American broad tail, opossum, beaver, otlcr, sheared raccoon to name just a few of fall's leaders. Klamath Launches War on Gambling KLAMATH FALLS (UPI) -Dist. Atty. Dale Crabtree has declared "all out war" on gam bling in Klamath county. Crabtree said he had sent let ters to organizations throughout the county stating that bingo games, cake walks or raffles or like games of chance, no mat ter for what cause, would be raided. He sent the letters to churches, lodges, schools, PTAs, fraternal and service organiza tions, saying money, prizes and equipment would be confiscated and participants arrested. In addition, Crabtree promised a cleanup of any organized com mercial gambling in the county. ; aim ' 1 rWW ?r" - n :rz i CENTER FOR HOME Musical center for a home is devel oped by incorporating a contemporary piano and stereo high fidelity phonograph into a music wall.
