Edith Green (D-Ore.) said Wednesday that Oregonians have a "great mistrust" of the civil defense program, which she described as a "dumping ground for political hacks and has-beens. Mrs. Green, in a House speech opposed the proposed expenditure of $2.1 bililon (or fallout shelters as part of a civil defense program which she said would be of no value in a nu clear war. "Propondcrant sentiment is against the program, which has proven to be a paper tiger," Mrs. Green said of the attitude toward civil defense in her slate. Portland, Ore., dropped out of the civil defense program de spite a personal plea to the City Council by Assistant De fense Secretary Stcuart Pitt man. She told the, House that the state civil defense radio net work had proved to be of no value to Oregon when it was struck by a devastating wind storm on Oct. 12, 10i2. Discrimination Charged in Salem SALEM (UPI) -A Portland couple has filed charges of ra cial discrimination in Salem. Mr. and Mrs. Complon Mc. Kinzie tiled charges with the civil rights division of the State Labor Bureau in Portland. The couple said they had paid a deposit on a West Salem apartment, and were given a key. But when they arrived lo take possession, they found the lock had been changed and the apartment occupied. It marked the third charge of discrimination against Ne groes in the Salem area in re cent months. In one a woman was able to move into a house after she sought help from the civil rights division. In another Incident a woman complained lo the gov ernor that two attempts by her to purchase a house in Salem had been foiled. She said pur chase agrecmenls were camel ed after she had made earnest money payments. Youngster Killed By Fork Lift Truck SALEM (UPI)-.! oh n Sever!
