Army Corps of Engineers has told Portland officials a sta dium should not be constructed at the Delta Park site in north Portland unless the area is filled and dikes improved. District Engineer Col. L. S. Eisimingcr and flood control section chief Vernon Jones told the Delta Park Commission Wednesday the area was vulner able to another flood such as the one which wiped out Van port in IMS. The commission was urged to raise the ground level at the stadium site before starting construction. Col. Eisiminger said there have been "very few changes" in the levees since the 1948 flood. "We know that the same area probably will fail again under the same conditions," he said. The levees that failed in 1948 were not built primarily for flood control. They were a rail road fill and two street fills along Denver and Union aves. The Engineers' warning ap parently did not change the com mission's views on the desira bility of t h e Delta Park site, however. Chairman H i 1 1 m a n Lueddemann said the site "looks better" all the time. Rolling Log in Surf Crushes Girl Oceanlake (UPI) A Port land girl, Carol Graves, 16, was crushed by a rolling log in the surf at North Oceanlake beach Wednesday afternoon. Carol, the daughter of Mr. and Mrs. E. W. Graves, was playing on the log when a wave rolled it over, pinning her underneath. Her sister and a girl companion jumped to safety. The victim was on a short va cation with her parents. School fires in the United States and Canada occur at the rate of about five a day throughout the year. Wayne Morse's office here. Oregon con-1 gressmen announced ear I i e r that the President also will visit the site of the proposed Dunes National Seashore Park and dedicate Northwest Tower, the Portland Housing Authority's new high rise apartment house for elderly persons. More detailed plans on the President's visit were expected Kriday. The visit to Oregon is part of natural resource proj ects in California, Washington and Oregon.
