This question is being asked I more and more frequently. Ap- Ipling, a Repub lican, smiling ly says "I've J made up my mind." But he hasn't announced his decision. The announcement, when It comes, will have great political impact. Many observers feel if Appl ing seeks another term as sec retary of state it will mean he plans to run for governor when Gov.. Mark Hatfield's term expires in 1966. Hatfield, by constitution, cannot seek a third term Others say Appling will not seek reelection because of the press of business. He is one of the founders of rndependent Distributors, a Portland whole sale logging and farm equip ment firm. The recent death of his father left Appling with a Bcaverton dry cleaning b u s i ness. Aplling's decision may attect the futures of many of the state's leading political hope fuls. Sen. Alfred Corbett (D-I'ort-land) has announced he is think ing of running for secretary of state. House Speaker Clarence Barton (D Coquille) also is bc lioved to be eyeing the office. Both may be viewing it as a possible stepping stone lo the governor's office. Possibly it is because of the political significance of the de cision that Appling remains mute while others guess. Today is Appling's 44th birth day. Married, and the fatlmr of four children, he was appointed to his present office by Hat Held in January, Iflsi). On Nov. 8, 11160, he was elect ed to the present four-year term which expires at the end of next year. Articulate, mature and out spoken, all who know him re gard him as an outstanding ad ministrator, keenly intelligent, and politically powerful. lies not regarded as any-m one s yes man. Appling has split with Hat field in the past, and some be lieve they detect a widening of that split. Appling demands efficiency. If a staffer is unable to sa!i:;fy a request from the public and Appling finds out about it, two llungs happen. Appling supplies the answer, then immediately demands to know why the ;t;if fer failed to provide the request ed information. lie's not the usual brand of politician. Newsmen find him refreshingly candid. To a direct question he will either give a direct answer, or say he isn I going to answer. He doesn't try to walk on both sides of the fence at the same lime. Appling dors his job as lie be lieves it should be done without worrying about what effect it might have on others. He will be in the national spotlight next spring when he selects candidates for the stale's presidential primary ballot. No body expects Appling will let any personal or political pres sure affect his selection. He is respected by the Democrats, and reportedly has more basic Republican party strength than does llallield Appling's decision, when it does come, will be a politically significant one. 1 ft1!!
