That's the studied conclu sion of a leading authority on church-state relations, Dr. Wil ber G. Katz. Dr. Katz is professor of law at the University of Wiscon sin, and has written exten sively on the First religious freedom Amendment to the Constitution. He is an Epis copal layman, and chairman of the Episcopal Church's commission on church-state re lations. court's ruling appears in the September issue of The Episco palian magazine. Dr. Katz says the doctrine which the court laid down, in htlding that recitation of the Lord's Prayer and devotional reading of Scripture are uncon stitutional in public schools, was nut a "sterile separation of church and state." Instead, the court called for a "wholesome neutrality" on the part of government, he said. "This neutrality protects reli gion both from government re straint and from the dangers in separable from government sponsorship," says the profes sor. drifting steadily for some years right establishment of a partic ular church. When a country has an official state church, it can take legal steps to protect fUy Ue rights of all diaseetieg groups. But when non-sectarian religion is informally estabished as the American religion, to be incul cated in publich schools, the onus of unpatriotism is likely to fall on those who believe strong ly in a particular faith, as well as on the small minority who disbelieve in all faiths. Dr. Katz says the decision will have a "liberating" rather religious faith in two ways. First, "the churches are liber ated from the danger that reli gion may be secularized and emasculated when it is promot ed by government agencies." He recalled that one of the school board lawyers in the re cent cases argued that "public school recitation of the Lord's Prayer is not a religious act but a mere exercise in civic moral ity." May Be Right "The danger," said Dr. Katz, "is that the lawyer was right, and that children might come light." But there is a still more pro found sense in which the decis ion is "liberating" rather than damaging to religion, Dr. Katz says. "The court's actio rewinds us of something tunic about re ligious freedom. A religious ma jority which uses the govern ment to promote its beliefs is it self undermining the freedom of that majority. This religion has no par ticular creed beyond a vague belief in God and a strong con viction that God is pro-American. Its essential ethos was well expressed by a patriotic orator who declared that he was opposed to atheism "because it's un-American." She was flown here by Navy helicopter from the rugged area Sunday suffering from fractures of both wrists, head injuries, rib fractures and many cuts and bruises. Just before she was to be air lifted from the area 40 miles east of Everett, Sharon's breath ing stopped and Dr. L. F. AUer of Snohomish revived her with a hand pulmonator. The youngster fell down the cliff Saturday while on an out ing. She was forced to spend Saturday night on a rocky ledge when members of her family were unable to reach her. ' Rescuers were able to make their way to the injured young ster Sunday morning and she was moved to a rock bar in the Sultan river.
