MARTIN United Pren International Washington (UPlt The car . toon shows a young Negro student being stopped by po lice at the entrance 01 an American university. In the background is a crowd or aiv gry racial segregationists bear ing fiery crosses and signs which read: "There's the Nig ger," "No Colored Allowed," "Lynch Him," "We Want Seg regation," and "Colored Man : On Your Knees." Pointing to the signs, a paunchy, scowling sheriff : stops the Negro and sneers: i "So you want to study at the : university, huh? But you can't ' even read?" The drawing was published in the Russian cartoon book "Krokodil" (Crocodile). II was but one of many illustrations ' on America's racial unrest which have appeared in So viet publications during (lie ' last year. The cartoon illustrates Mos- ; cow's growing preoccupation : with the U.S. Negro civil ' rights struggle. The upsurge . of demonstrations during the last few months has provided Soviet propagandists with ample material to test their satiric skills, poison pens ana caustic rhetoric. New commentaries, poems, : pictures and cartoons are ap' : pearing regularly in such ' Soviet publications as Izvestia, the government newspaper; :' Krokodil, and Peretz (Pepper) ' humor magazines, and New ! Times, a world affairs jour- j nal. 1 Vicious Picture As a result, the Soviet peo ple are receiving a stereo' typed image of America's ra cial troubles represented by a ! bruised Negro being dragged off to jail by gestapo - like white policemen armed with billy clubs and aided by vi cious dogs. As an example, Izvestia last June 2 carried three large news pictures on its front page. They were headlined, "The bestial grin of racial ism." The photographs showed firemen spraying Negro dem onstrators with hoses, Negro women being dragged by 'heir .feet to police cars, and an angry crowd of demonstrators with fists raised high. In a more recent illustra .tlon, Krokodil devoted two pages to. a lengthy poem en titled, "Christ In Alabama,' and a 12-by-7 inch picture of a racial incident in Birming ham. In the picture, a policeman held a demonstrator in a hammer-lock grip while other police stood watching with German-Shepherd dogs. ' The periodical noted ihe "Christian embrace" on the Negro and described how the spirit of "brotherly love" had come to Birmingham. Russians Taunt "Look about you," Kroko dil said. "In front of us is an open scroll of God's manner of Christian love: You sec corpses, instruments of tor ture, burning streets and pave ments of blood . . ." Ironically, the majority of pictures used in the Soviet publications come from Amer ican newspapers, magazines and wire services. Under State Department regulations, Soviet newsmen are barred from racial hot spots. There also is a recipro cal agreement between Mos cow and Washington which limits the movement of news men in both countries unless special permission is given. A State Department spokes man told UPI it has turned down several requests of members of Tass, the Soviet news agency, to go to the scenes of racial incidents more than 25 miles outside New York or Washington. But, Tass has been free to cover recent racial troubles In New York City. And when Negro demonstrators marched on Washington, Soviet per sonnel were tree to record any incidents.
