After Sept. 13, these veter ans may still convert or ex change their policies, Dona hoo said, but they will no longer be eligible for the dividend payment. Only GI insurance policy holders with "RS" insurance that was issued during the period of the Korean conflict are concerned in tms pro gram. On or before Sept. 13, they must: 1, Exchange the "RS" term policy for a "W" term policy, generally costing about one third of what they are now paying; or 2. DOC HERO OF '63 Chicago - mm - A German shepherd named Dutch will receive the 10th annual Ken- L Ration gold medal today as the 1963 dog hero of the year. Dutch, owned by Mr. and Mrs. Gerald Hawthorne of Troy, Pa., helped save the lives of their children, Hugh, 4, and Gordon, 3, last Oct. 31 when they floundered helplessly in a 12-foot pool. Dutch s barking brought Mrs. Hawthorne on the run, and although pregnant she jumped In the water and pulled both to safety. Barry Goldwater (R-Arlz.) has said he would be "inclined" to stay out of state primary races, if he decided to make bid for the GOP presiden tial nomination. However, Goldwater said he was not trying to capture the Republican nomination. "At this moment I have no Intention" of running, Gold- water said. In a Question and answer session before a group of col lege students, Goldwater said he liked his Senate Job. The real challenge of gov ernment was in Congress where the will of the people could best be expressed, Gold water said. He noted that there have been other marches on the capital, admitting, however. that some had been "disaS' trous." But he said the Negro demonstration was going to be controlled by "intelligent, dedicated Negroes who are de tcrmined it will not get out of hand. One of the students asked Goldwater if he had any ob jections to plans for the marchers to use facilities in government buildings, includ ing cots to be set up at Ft. Myer. "No," Goldwater sald.i "these people are taxpayers." Many GOP Southern Votes The Arizona lawmnkrr also said he didn't think it was necessary for Republicans to appeal to the "segregation vote" in the South to win elec tions, and he predicted the Republican party would get six million votes from t h e Southern states in 19G4. On the subject of commu nism, Goldwater said he did not believe the nation could co-exist with a philosophy that is dedicated to its de struction. On the progressive income tax, Goldwater said: "I see no fairness in taxing success ... it denies incentive and destroys ambition." Asked for his opinion of the John Birch Society, Gold water said he could not con demn a group working with in constitutional grounds. He said he had seen no proof that the society had done any thing wrong. The leaders expect more than 100,000 persons to at tend the rally. Spells Out Demands The booklet spelled out for the first time detailed de mands of the marchers. The demands included: -Withholding federal funds from all programs in which discrimination exists. -Desegregating all school districts in 1963. -Reducing congressi o n a 1 representation of states where citizens are disenfranchised. -Issuing a new executive order banning discrimination in all housing supported by federal funds. -Undertaking a massive federal program to train and place all unemployed workers Negro and white - in mean ingful and dignified jobs. -Instituting a national mini mum wage act that will give all Americans a decent stand ard of living. The leaders said government surveys show that anything less than $2 an hour fails to do this. "Our demonstration - the largest and most significant in the history of Washington - will bear eloquent witness that we do not come to beg or plead for rights denied for centuries. Our massive march will speak out to Congress and the nation with a single voice - for jobs and freedom now," the leaders said. A. Philip Randolph, head of the Brotherhood of Sleeping Car Porters and chairman of the march, said today William H. Johnson Jr., a Negro New York City policeman, would be the chief marshal. Johnson is president of The Guardian, a Negro fraternal organiza tion of city policemen. There will be 2,000 mar shals to keep order. A nationwide railroad strike is scheduled eight hours after the end of the march. END OF THE ROAD Edinburgh, Tex. . - IUPD -Pablo Jimenez, 33, faced a week in jail and a $50 fine today for the unprecedented crime of driving a cotton picker while drunk. Jimenez told Judge Joe R. Alamia in court Monday he drove the picker four hours, stopping only at bars. His trip ended in a ditch. Highway Patrol man James Billings estimat ed damage to the mechanical picker at $4,000. Va. IUPD A 1 a b a m a Gov. George C. Wallace planned today to submit several con troversial civil rights resolu tions to the Southern Gover nors' Conference. New protests marches were scheduled by Negro demon strators. Wallace was to formally submit his ' proposals soon after conference chairman Orval Faubus of Arkansas announced the make-up of the resolutions committee that will consider and prob ably pigeon-hole the touchy resolutions. Most of the IS Deep South and border state governors at the conference have shown no inclination to go along with the scrappy Alabama governor. Then it wouuld be up to Wallace to stage a floor fight Wednesday if he wants to force the resolutions out of committee and onto the floor for a vote. Handling of State Welfare Funds Is Termed 'Honest7 Portland -IUPII- Oregon em ployee welfare and pension administrators have been gen erally honest in their handling of welfare funds, a U. S. De partment of Labor official said Monday. Vincent J. Colan. an assist ant chief of the division of technical assistant to wel fare and pension plans, said the last Labor Department in vestigation revealed no cases of mishandling of funds in the state. Colan was here with two other officials to advise some 300 Oregon administrators in reporting and bonding re quirements of the Welfare and Pension Disclosure act, as amended last year. He said the act is designed to put welfare administrators "into a goldfish bowl" to pre vent abuses. Employee welfare and pen sion plan assets in Oregon total about $60 million, Colan said, compared to $8 billion in New York and about half that figure in California. He delayed until today naming of the resolu tions committee. Faubus, who once defied the federal government in the integration of Little Rock's Central High school, went on record as opposing con sideration of any controver sial resolutions civil rights or otherwise at the confer ence work sessions. He was expected to name a moderate committee that would bury Wallace's proposals. The behind-the-scenes ma neuvering took place while Negroes staged protest marches aimed specifically at Wallace's resolutions and in support of the civil rights moves of West Virginia Gov. W. W. Barron and the Ken nedy administration. The governors scheduled a half-day agenda today, and planned to hold their black tie state dinner tonight. The conference began Sunday and ends Wednesday.
