Today, just a high school diploma is worth more than 20 years of work experience without that diploma - an astonishing reversal of all his torical precedents. Until the post-World War II era there was a premium on experience: An older worker in the U. S. earned more money for his years on the job than a better educated green twig. But now exactly the reverse is true. "Experience alone carries less weight these days," Denis F. Johnston, of the U. S. Bureau of Labor Statistics, will report in the "Occu pational Outlook Quarterly" to be released in September. "Much of it can become obsolete overnight due to techno logical change." To put a price tag on education versus experience, a man 35 years old with a high school diploma earns an av erage of $1,594 a year more than a man with 20 years ex tra work "experience" but no high schooling. If this man has a college degree, he averages $4,456 more a year than his counterpart with that extra 20 years of experience. The last year of high school alone may be worth up up lo $1,721 a year to a young man, government studies indicate. Over a man's working life this will add up io tens of thousands of dollars - fancy turns for a dropout to forfeit in the last year of high school. An all-time record of 51.9 per cent of all male workers today have completed high school - meaning that for the first time the number of both men and women workers who have had at least four years of high school is larger than those who have not. But today's unparalleled teenage jobless rate of 16 per cent underlines the grim fact that edu cational requirements for jobs are outrunning teenage edu cational attainments. In view of the educational demands, it's downright ter rifying to realize that over one-third of our young people are entering the labor force There is an unemployment explosion implicit in the fact that the Labor Department has not changed its estimate that 7.5 million youths across the nation will have dropped out of high school by the end of this decade - and 2.5 million will not have even completed eighth grade. It's not just a matter of money - although that's im portant enough. A man 20 years old today earns only $748 a year on average if he has less than four years of high school. He earns an average of $2,469 with a high school dip loma, $2,878 with a college degree. The high school diploma also carries benefits be yond the paycheck, the most significant of which is job security. As a dramatic illustration, the jobless rate for high school dropouts 18 to 24 years old is nearly double the rate for those with a diploma - 17.6 per cent against 9.8 per cent. For those with one year of college, the un employment rate drops again by almost half-lo 5.5 per cent. Even more alarming is the mounting evidence that lack of education is barring huge numbers from our new automation-inspired national training-retraining programs. In one group of 107,000 applicants for training courses who were recently surveyed, only 6,300 survived the screening process for enrollment. Tens of thousands were turned down because they didn't have the basic education to qualify for the relatively simple classes. No matter how you view it, the need for education is becoming increasingly imperative in our country. The teen ager who drops out of school now and stays out dooms him self for life. Here's what the Census Bureau finds is the av erage annual income of men in various age brackets by years of school completed. Age 1-3 yrs. H.S. 14-24 25-34 35-44 45-54 55-64 $ 748 $4,425 $5,245 $5,317 $5,201 Highway Use Tax on Portland-Highway vehicle truck owners or operators should pay the federal use tax on motor vehicles used on the public highways by Aug. 31, according to A. G. Erickson, director of internal revenue in Oregon. Payment must be received by Sept. 3, because the last regular day for filing falls on a non-workday. Erick son said that Form 2290 should be used for filing pur poses. Taxpayers required to pay the federal use tax on motor vehicles should keep in mind that new legislation passed last year changed the rates of this tax. Dr. B N. Wright of the Na tional Institute for Medical Research suggested they drink enough to test their own ca pacity before Judging others.
