sm ifOOTs; Mo irasBnes Take Five lives i Oregon Elk Creek Reservoir to Provide Major Irrigation in Rogue Basin Program (Continued irom Pago On) Lost creek and Elk creek reservoirs would be operated as an integral unit to provide flood control, irrigation, fu ture water supply, fish and wildlife enhancement, water quality control, power gen eral and recreation benefits. Applegate reservoir would be operated independently for flood control, irrigation, fish and wildlife enhancement, recreation, water quality cofr trol. Owners Indicate Interest The major part of irrigation will be out of Elk creek. John Mangan, area engineer, Salem office, bureau of reclamation, said bis office estimated 50,- 000 acres could be benefited from irrigation. However, owners of 28,000 acres have indicated their interest in ir rigation. This is due mainly to the number of new subdtvl sions planned which wouldn't need irrigation and the nunv ber of dryland farmers not interested in irrigation, it was explained during the no-host luncheon at the Rogue Val ley Country club. Basin project water could increase the stream flow of Bear creek by taking the wa ter through the diversion point at Medford or it could be pumped as far upstream as Phoenix, Stewart said. Cooperation Urged Malcolm Karr, state water resources board, Salem, speak ing at the Applegate site, urged continued cooperation of all agencies and people in making the project a reality. "It's a mistake to think'the job is done," he said. "It's no longer a case of fish versus dams, but the dams for fish," he said. Bill Jess, vice president of the Rogue Basin Flood Con trol and Water Resources as sociation, urged a "sustained long term effort" in promot ing the project. It will bene fit the public, not any par ticular interest group which makes its promotion a little harder in some respects, he said. On the tour were Col. Sterl ing K. Eisiminger, Portland district engineer, U. S. Army Corps of Engineers; Jack Woolstenhuln, U. S. Fish and Wildlife Service, Portland of fice; Phil Schneider, Oregon State Game commission; rep resentatives of Jackson and Josephine county courts, the Jackson county parks com mission, Medford chamber of commerce, and a cross section of businessmen and farmers. Evictions of Welfare By Nursing Homes N Portland - IUPD - The vice president of the Oregon Nurs ing Home Association said Friday that eviction of seven people on welfare from nursing home is nothing new. Frank D. Gilman, operator of the Bid-A-Wee Nursing Home in Portland, said he has found it necessary also to have four of his own custom ers on welfare moved out within the past month. More may have to go. Gilman said. Gilman's statement follows action last week by the oper ators of a Monmouth nursing borne to evict seven of their patients on welfare because they couldn't afford to keep them. Gilman said he sympathiz ed with the Monmouth opera tors, Mr. and Mrs. Ken E. Draheim, and added that if welfare payments are not raised, the state may have to set up nursing homes. Members of the Public Wel fare Commission reacted to criticism of Its nursing home policies. Clay Myers, Jr., Port land Insurance executive and Page 2A Medford .Tribune MEDFORD, OREGON, SUNDAY.
