Bv LOUIS CASSELS Washington - (WD - At long last, the good guys are giving the bad guys their lumps in the war against organized crime. "There's no doubt about i said Asst. Atty Gen. Herbert J. Miller Jr. "the mobs are hurting." As head of the Justic De partment's Criminal Division, 39-year-old Jack Miller is the federal government's field general in the fight to smash the power of nationwide crime syndicates. He knows better than others that the fight is very far from won, and he is not in dulging in premature victory celebrations. But he also knows that the feds are going after big-time criminals these days with unprecedented vig or and determination. And he ays it's paying off. "We've got them on the run," Miller said in an inter view with United Press Inter national. "If we can keep the pressure on for another five or six years, we may break the back of this mon ster." Takes Over Division Miller is an amiable, quite spoken Republican lawyer from Minneapolis. He was in private law practice with a distinguished Wash 1 n g t o n firm when Atty. Gen. Robert F. Kennedy asked him in ear ly 1961 to take charge of the criminal division. At that time, Miller knew no more about organised crime than the average citi AUGUST IS. 1963 zen. He'd read stories about its multibillion dollar annual take from gambling, narcot ics and other rackets, an about the mysterious "Mafia" which was supposed to coordinate the whole enterprise. But he was inclined, as many citizens still are, to treat it as a myth. The intelligence unit was organ ized two years ago to bring together in one place all of the information about crime and criminals available to the 26 different federal agencies which have law enforcement responsibilities. He fol lowed it today with a formal request to private industry for its ideas on what Ameri ca's supersonic airliner should be. The airlines must: -Order, as Pan American World Airways and Continen tal Airlines already have, the British - French "Concorde: which will be a supersonic transport capable of mach 2.2 speeds (twice the speed of sound) and which will have a prototype flying by the end of 1966. -Wait for an American built supersonic transport which Halaby promised will be "better, faster, longer- ranged and with superior handling and capacity." but which is not expected to be test-flown until 1967. Halaby conceded the Con cordes' head start. But he emphasized that there could be a considerable time lag between the first test flight of an experimental prototype and the entrance of a com pletely perfected supersonic transport into -heduled pas senger service. In admitting that the Concorde will fly first, he added: "More important is when it will carry passengers at a profit. We believe an Ameri can supersonic transport will be in actual airline service not more than six months aft er the Concorde starts carry- lng passengers. Halaby backed up this op timistic forecast with a time table aimed at reducing the Concorde's current lead. It calls for: -A formal request for spe cific supersonic design pro posals submitted today by the FAA to the U.S. airframe and engine manufacturing indus try. -Answers to that request handed FAA by Jan. 15. 1964. -About one year's evalua tion of industry's supersonic transport proposals by FAA and the airlines. -An FFA-airline decision by Jan. 1, 1965, on the best design or designs, followed by construction of one or two prototypes sometime in 1967.
