Neutralists Move for Agreement on Stockpile Geneva (UPD Neutralist negotiators at the 17-nation disarmament conference took steps today to use the latest American proposal on nuclear stockpiles as a basis lor new East-West accord. With the conference in formal recess until Friday neutral delegates sought meetings with Communist and Western delegations to ex pand the U.S. plan in private consultations. The U.S. proposal, which Typhoon Carmen Misses Hong Kong ! Tokyo -(DPI)- Typhoon Car men appeared today to be by passing parched Hong Kong on a course that might take its 104-mile-per-hour winds into the southern end of Red China. The typhoon warning cen ter on Guam said the storm center was aoout zia miles southeast of the British Chi' na-coast colony today, mov ing west-northwest at a speed of 12 m.p.h. It was expected to be about 230 miles south' west of Hong Kong by 3 p.m Friday. Philippine authorities fol lowed disaster plans on Lu zon island, lashed Wednesday by the typhoon s 155 m. p. h. winds. President Diosdado Maca pagal ordered the immediate dispatch of aid to areas stricken by the storm's de structive sweep across the Philippines' main island. Damage to crops and prop erty was expected to run into millions of dollars, although no overall estimate was avail able. At least one death was blamed on the storm. Two other persons were reported drowned, but there was no confirmation from police. was cold shouldered imme diately by the Russians, called for a stop of production of fissionable material- Uranium 23S - and for the United States and the Soviet Union to transfer quantities of it from their existing stockpiles to peaceful purposes rather than nuclear weapons. Though the first reaction from Soviet negotiator Sem yon K. Tsarapkin was nega tive, neutral sources hoped the Russians would come around to accepting the pro posal because of an American concession. U.S. negotiator Charles C. Stclle told the conference Wednesday h i s government was ready to modify a pre vious 50-50 offer on the ura nium transfer to 60 tons for the United States and 40 for the Soviet Union. Diplomats from the neutral states here - Brazil, Burma, Ethiopia, India, Mexico, Ni geria, Sweden and the United Arab Republic - aimed their moves at a follow-up agree ment to the Moscow treaty banning nuclear tests in the atmosphere, in outer space and under water. They sought to avoid "bury ing an important idea" in a comprehensive disarmame n t treaty that would take years more to complete, if ever. Western officials caution ed, however, that Soviet re action thus far did not offer much immediate prospect for agreement. (UPD Red China Says Russia Reneged On Bomb Help Tokyo - ItlPD - Red China charged today that Russia once agreed to help the Pe king regime make atomic bombs but later reneged on the promise. The charge broadcast by the official Peking Radio was believed to be the first time the Chinese Communists pub licly have made such an ac cusation against the Kremlin. The government statement said Soviet Premier Nikita Khrushchev apparently scrap ped the bomb agreement as a gift to then President Eisen hower during the Russian leader's visit to the United States in 1959. Protest Over Mobile Units By United Press tnlernational White and Negro civil rights demonstrators Wednes day picketed the home of Chi cago Mayor Richard J. Daley, and integration leaders plan ned a meeting today to map their next move in the city's turbulent racial scene. Other demonstrations mark ed the nation's racial picture in the South, the Middle West and the East Wednesday, but there was a lull in the vio lence that erupted earlier in the week. Five pickets marched in front of the home of Daley, last of the nation's big city political bosses. They also picketed the home of Clair M. Roddewig, president of the city board of education. The protest centered on the use of mobile trailer - like school classrooms which the demonstrators contend per petuate alleged de facto seg regation in the city's schools. Other integration developments: Elizabeth, N. J.: 250 pickets returned to the sites of two construction projects which were plagued with violence earlier in the week. Equipment-carrying trucks moved in and out freely in contrast to the brawling between police and demonstrators Tuesday. Goldsboro, N. C: More than 500 Negroes staged the fifth consecutive night of anti-segregation marches Wednesday night. Police said several rocks were hurled at the crowd as they sang and pray ed on the courthouse steps. No one was injured. More than 1,000 whites watched the demonstration. Sparta, Tenn.: White Coun ty High School was scheduled to desegregate its classrooms today. The school superinten dent said "five or six" of the 36 Negroes registered are on the school football team. East St. Louis: Integration ists held a kneel-in at two banks which they accused of discriminatory hiring prac tices. Peoria, 111.: Forty - seven demonstrators conducted a lie-down at a parking lot en trance of the Peoria Water Works. .They protested al leged racial discrimination in job hiring. Columbus, Ga.: A Negro po liceman was scheduled to be gin work today on the city police force, the first of his race on the force in five years. Three others are due to begin work soon.
