AUGUST 13. 1983 B 5 HELP ARRIVES - A unit of 500 Russian troops, who came to Skopje, Yugoslavia, aft er a Yugoslac-Soviet agreement was signed, use drills and tracked vehicles to help clear debris in the earthquake-shattered town. Proposed Domestic Peace Corps Seen As Help To Needy Washington - (UPI) - Sen Harrison A. Williams (D-N.J.) said today President Ken nedy's proposed domestic Peace Corps would bring hope to "millions of Americans still living in poverty, depri vation and despair." Williams made the com ments in remarks prepared for the opening round of Sen ate debate on the administra tion plan to create a national service corps of volunteers patterned after the successful overseas Peace Corps. The measure faced the cold reality of sharp opposition from determined foes. Senate GOP Leader Everett M. Dirksen (111.) served notice in advance that he would move to have the measure sent back to a committee pigeon hole. Failing this, Dirksen said, he hoped to muster enough opposit i o n votes to take the bloom off the bill and lessen its chances for approval in a more hostile House. Sen. John G. Tower (R Tex.) said he would offer sev eral civil rights amendments to require that the corps be racially integrated, and bar ring any projects in areas which practice discrimination. Authorises Fundi The bill authorizes an ini tial outlay of $5 million to start the proposed program and recruit up to 300 volun teers. Enrollments would expand to 1,000 by June 30 of next year, and eventually reach S.000 in perhaps three years. The cost would rise as the program expanded. Corpsmen would receive a minimal living allowance and a monthly stipend of $73. Volunteers - both youths and Arms Delegates Exchange Views Geneva - (UPI) - Delegates to the 17 nation disarmament conference today settled down to a general "exchange of views" and to await the United Nations session next month for the next major move on arms. The United States and Rus sia told the conference Mon day an effort will be made to follow up the partial nuclear test ban treaty when the U.S., Soviet and British foreign ministers meet at the UN General Assembly open i n g Sept. 17. Informed sources said the negotiators here would spend the time until the UN session in an exchange of views on issues of lesser importance. U.S. negotiator Charles C. Steel and Soviet representa tive Semyon K. Tsarapkin agreed the time is too short to conclude a study of any key question and reach an agreement on it. The confer ence resumed after a recess that started before the nuclear agreement was signed Aug. 5 No formal conference ses- sion was scheduled today. France Possibly Planning Bomb Test Paris - (UPB - Reports that French truck convoys loaded with detonator cable are head ing into the Sahara Desert in spired speculation today that a new French nuclear test may be imminent. Neither French nor Alger- i a n government spokesmen were available immediately for comment. The French have been us ing a base in the Hoggar Mountains of the southern Sa hara to test nuclear devices in an apparent effort to de velop a trigger mechanism for a hydrogen bomb. But Tower and Jordan said the program "would be a waste of taxpayers' money." "The whole thing- is an act, publicity stunt to draw at tention.
