THE WEEK IN CALIFO Reelection Unofficially in California By United Press International Some of the nation's top Democrats, looking to the 1964 presidential election, were in California - the na tion's most populous state to unofficially kick off the reelection campaign of Presi dent Kennedy. The occasion was the meet ing in Sacramento of the com bined Democratic convention and state central committee, which drew acceptances to speak from Vice President Lyndon Johnson and national party chairman John Bailey. But with confidence high among state democrats that Kennedy will win, the Civil Rights issue was in the spot light. "We're going strong on civil rights," said one party leader, "We expect this is sue to be the major one in the election, and it could in jure our chances, especially In the presidential and con gressional races." One resolution submitted flatly endorsed Kennedy's Civil Rights proposals before the current congress. Elsewhere, there were these developments: Accident!
