(UPD The national commander of the American Legion, James E. Powers, Wednesday urged the United States to take a cau tious attitude toward the nu clear test ban treaty signed in Moscow Manday. Powers, from Macon, Ga., said the U.S. must assume that the "test ban is to Russia's advantage at this time." "It could be a change in philosophy, but we must keep our powder dry and not. let it lull us into n statp KILLED ON JOB Portland -OIPD- Ernest Dean Elliott, 34, Rainier, Ore., was killed late Wednesday at a warehouse here when a steel rack fell on him. QUEEN OF STAMPEDE Stevenson, Wash.-(WD-Mar-gie Bennett, 16, Upper Wash ougal, Wash., has been chosen as Queen of the Skamania Stampede Aug. 17-18. Washington -OIPD- A Labor Department request that the Railroad Firemen's Union as semble its decision-making committee in Washington next week puzzled some union and management nego tiators today. Both sides in the railroad work rules controversy said there presently was no for mal proposal to place before the 156-member General Chairmen's Committee of the union. The committee, which has the power to accept or reject a settlement package, was ordered to assemble at the in sistence of Labor Secretary W. Willard Wirtz. Wirtz declined to say if a new offer from the carriers would be ready for submis sion to the committee next week. But he said the group's presence would be "an es sential element in an agree ment if there is to be an agreement." Wirtz meantime said he would report behind closed doors to the Senate Com merce Committee today on progress of the negotiations. Union sources said the general chairman of the union, the Brotherhood of Locomotive Firemen and En gincmcn, takes a strong, pos itive role in contract negotia tions. This contrasts with the rubber-stamp approval of new contracts by similar committees in other unions, informed sources said. J. E. Wolfe, chief negotia tor for the railroads, said there was no new proposal on which the committee could act. He said there had been "no progress" in discus sions with union representa tives. Spokesmen for the fire men said, however, they anti cipated thai the general chairmen would have some proposal to consider by the time they arrive Tuesday. (UPI) Idaho Brush Fires, Flood in Buffalo Bring Heavy Losses By United Pratt International Brush and forest fires raged out of control in Idaho today and Buffalo, N. Y., mopped up from the worst flood in its history. ' States of emergency were declared both at Buffalo and in Idaho. ' The season's first hurricane which fizzled out earlier this week, regained strength dur ing the night. Squalls with winds up to 60 miles an hour pushed toward Bermuda and the Weather Bureau warned shipping and small craft in the path of the tropical storm to exercise caution. Winds were expected to in crease to gale force in the Bermuda area during the day. Scattered showers soaked the eastern third of the na tion. Fire officials said condi tions on Idaho's range and for est land were improved today but said the fire threat would continue unless lightning storms end and 100 degree temperatures are broken. 600 Battl Fir Some 600 men, including 100 Indian fire fighters, fought a huge range fire east of Weiser, Idaho, today. The blaze already had burned more than 100,000 acres of land and the fiie was still rated out of control. Nearly a dozen smaller fires were also out of control. ' About 200 fires were start ed in Idaho Tuesday by light ning storms. Buffalo Mayor Chester Kow al said today damage from Wednesday's storm-triggered flood would hit $35 million. Two representatives of the Small Business Administra tion toured the inundated area today. Torrential rains off Lake Erie dumped nearly four inches of water on the city. Thousands of basements were flooded and hundreds of fanv illes were stranded. Public transportation came to a hall. The Weather Bureau said the storm dumped the second largest amount of water on the city In its records for a 24-hour period. City officials said the flood was Buffalo's worst. ' Flash Flood Strike! A brief coludburst caused a flash flood at Victorville, Calif., Wednesday which swept cars off highways, ma rooned motorists and flooded homes with up to three feet of water. 1 Los Angeles got Its first re corded precipitation in Au gust since 1061. : Heavy rains which struck the Midwest this week have sent rivers in Iowa surging upward but most crests are expected to be below flood stage. An exception was the North Racoon river at Jeffer son, Iowa, which was expect ed to reach flood stage during the day. In other storms Wednesday, Imperial, Nebr., was hit with nearly 2V6 inches of rain in six hours and Ardmorc, Okla., received 1 V inches in the same period. The mercury shot past the 100-degree mark from Texas to the Dakotas Wednesday. It was 103 at Miles City, Mont., Pierre, S.D., and Presideo, Tex. Philip, S.D., Fort Worth, Tex., and Laredo, Tex., had 102 degree readings. Editor Invents Indian Dance Set At Redman Hall An Indian dance is sched uled at 8 p.m. Saturday night, Aug. 10, in Redman hall, Med ford. . The Indian troup of 10 members, led by Carl Mc Lean, will perform tribal war dances, the traditional hoop dance and others dances. The Indians also will demonstrate various social dances. ' Another of the main attrac tions for the evening will be a special show performed by Bob Thorpe of Grants Pass. The public is invited to at tend without charge. ; Clrencetter, England - (UPI) , Reginald Franklin, a milk man who used a milk truck to run away with the wife of noiner milkman, was fined $28 Wednesday for using a company vehicle without permission. Recipe Meter Houston, Tex. - (UPI) - A Houston newsman with a head for kitchen arithmetic has devised a mathematics wheel that takes the guess work out of a housewife's recipe juggling. His "Dial a Dish" converts recipes speciflying a certain number of servings Into any number of servings. Luther Rowsey, assistant city editor of the Houston Press, got a copyright on his recipe meter and hopes to mass-produce it so homemak- ers can make their kitchen computations without pad and pencil. The recipe meter Is a cir cular disc with a small disc atttached. The outer scale has settings for servings desired. The inner scale settings arc for the servings listed on the recipe. By setting the desired num ber opposite the servings list ed, the housewife can turn to any measure on the "recipe" scale and get the corespond ing Ingredient measure on the "desired" scale. Ann Valentine, the wom en's editor at the Press, des cribes the meter's effective ness this way. "Say you have just the dish you want to serve for dinner but the rec ipe you have calls for eight servings and you are cooking for three. "Even a mathematical nin compoop like myself knows that all you have to do is to cut the ingredients to 3feths. But how to cut 4 V cups down to ths is beyond my ken."
