(UPI) Three Accidents Reported in City Medford police investigat ed three vehicle accidents in the city Monday. Two drivers were cited, officers said. A citation for disobeying a traffic signal was issued to Malcolm Scott Tibbetts, 54, of 2715 South Pacific highway, after his car collided with a vehicle operated by Frances Myrtle Austin, 46, of 521 Berrydale ave. The mishap oc curred about 0:45 a.m. at Eighth st. and Riverside ave. No Injuries were reported of ficers said. A parked car registered to De Armond Leigh, 1131 North Main st., Ashland, was dam aged about 1:30 p.m. while It was parked near South Riv erside ave. and West Ninth st. Driver of the car was Axel Albert Falkenberg, 64, Cen tral Point. No citations were issued. A citation for disobeying a traffic signal was issued to Murray Edward Perry, 45, of 2335 Table Rock rd., after his car collided with a City of Medford pickup truck about 3:30 p.m. at Berrydale and Howard aves. Driver of the truck, Charles Donald Slater, 48, of 3527 Roberts rd., was admitted to Rogue Valley hospital follow ing the collision. His condi tion was described as good yesterday. Salem-flJPD-State Treasurer Howard Belton will go to New York Aug. 22 to sign a $9.6 million bond issue. Washington Racial Demonstration To Be Orderly Affair By AL KUETTNER UPI Correspondent One day this week a me morandum signed by the leaders of the Aug. 28 march on Washington will be re leased from the New York headquarters of the massive operation. The document will contain such signatures as Dr. Mar tin Luther King Jr. of the Southern Christian Leader ship Conference; Roy Wll kine executive head of the National Association for the Advancement of Colored people, and A. Philip Ran dolph, president of the Ne gro American Labor coun cil It will call on Negroes to conduct themselves in a "so ber and dignified" manner when they come to the na- demonstration ever released during the current civil rights dispute. Certificates Are Presented to Police Nine members of the Med ford city police department this morning were presented with certificates for success ful completion of a course In municipal police administra tion. Medford Mayor James Dun levy presented the certifi cates to the officers and com plimented the officers on their achievement. City Manager Robert Duff also complimented the offi cers, as well as Assistant City Manager Gilbert J. Military Pay Bill Approved By Senate Vote Washington (UPD The Sen ate Tuesday passed 84-0 a $1.2 billion military pay raise bill providing increases Oct. 1 for almost all officers and enlisted personnel in the arm ed services. Designed to encourage ca reers in the military and pre vent loss of trained personnel to private industry, the bill represents the first general pay increase for the services since 1958. The bill now will go to a House-Senate conference com mittee to work out final compromise with a different version passed earlier by the House. It would provide increases ranging from $5 to $120 a month for 1.9 million officers and enlisted personnel on ac tive duty, and also raise the pay of reserves and about 417,000 retired military men. The Senate version, drafted by a subcommittee headed by Sen. Howard W. Cannon (D- Nev.), differs in a number of key areas from the House measure. Cannon's group trimmed substantial pay raises provid ed in the House bill for cer tain retired generals and ad mirals, and put more money into pay hikes for officers and enlisted men in the middle to lower ranks. The House allowed no in creases for those with under two years service. The Senate changed this, giving officers with under two years active service from $20 to $50 more a month, and enlisted per sonnel with the rank of E-4 and above $7 to $8 a month increase. Those with t w o or more years active service would get an average 6.8 per cent in crease: Officers from $60 to $120 a month, enlisted men from $5 to $120 a month. In all, the Cannon group made cuts of $36.9 million In the House bill, and added $141.9 million in pay adjust ments, for a net increase of about $5 million a year over the House. Six Americans Missing in Korea Seoul, Korea-OIPK-A small U.S. Army plane with six Americans aboard has been missing since Sunday on a flight from the eastern Korean coast to the Seoul area, the United Nations Command said Tuesday. A ground and air search has failed to produce anything so far. A UNC spokesman said Monday there had been no either in the area where the I plane was flying or along the demilitarized zone when the aircraft was lost.
