Rear Adm. George G. Burkley. The White House said only that, In effect, the President now has two physicians. But it was apparent that Dr. Travcll, the first woman and first civilian to hold the "White House physician" title, is now more of a consultant than the physician primarily respon sible for the President's health and general medical care. Dr. Travell is still on the government payroll and still has a small medical office In the White House, said Press Secretary Pierre Salinger, who denied she has resigned. Burkley, 61, a Pittsburgh, Pa., native and Navy veteran of 22 years, was assigned to the White House late in the Elsenhower admlnistra 1 1 o n.
