By Jimmy Hailo Minimum Wage Rise Noted for Certain Workers Salem-An increase In mini mum wage standards went into effect today for Oregon hospitals and homes caring for convalescents, the aged and children. Labor Commis sioner Norman O. Nilsen states copies of the revisions may be obtained at Portland and Salem offices of the bu reau of labor. The standards recently adopted by the wage and hour commission place the institu tions in two categories re specting legal minimums for women and minor employ ees. Nilsen says that the wage floor for experienced workers in hospitals and nursing homes will advance from 65 to 90 cents an hour under the Commission's Revised Order 5. Homes for the aged and child care agencies will have a legal minimum of 85 cents an hour. The minimum for workers of less than 200 hours expe rience in hospitals and nurs ing homes will be 70 cents an hour and 65 cents in establish ments caring for the aged or children. The hospital-nursing- home minimum advances to 75 cents an hour for the sec ond 200 hours of work expe rience. The child-care-homes- for-aacd category has a legal minimum of 73 cents for the second 200 work hours. Nilsen reports the revised order also restricts the maxi mum 44-hour week to the cal endar week and to no more than six consecutive work days. Provisions are made for overtime work in the event of emergencies. Commission reg ulations are administered by the labor commissioner who also serves as its executive secretary. His oustanding problem Is a matter of municipal compe tition. While Dallas has bat tled the neighboring cityv of Fort Worth for years, two other cities have emerged as opponents that might do Dal las in. These cities, according to Cabell, are Houston and Tul- Okla. The reason they frighten Cabell is because of water transportation. Houston already has it, as well as NASA, the multi-billion-dollar manned spacecraft center. Tulsa will set water transportation in 1970, with the $1.2 billion Arkansas Riv. er project. High and Dry Unless Dallas, this time al lied with Fort Worth, can get action on a Trinity River Navigation project, Cabell fears it will be left high and dry and dying between Hous ton and Tulsa. "It is frightening," Cabell said in an interview. "Hous ton has - already outstripped us industrially, with the ac cent on waterways. Unless we can get some water transpor tation of our own started, Tulsa will become a distribu tion center all the way to the Great divide. Dallas would dry up as a distribution cen ter." The advisory board of the U.S. corps of engineers has declared feasible a $911 mil lion project to make the nar row and log -filled Trinity river navigable to the Gulf of Mexico with a scries of locks. This would give both Dallas and Fort Worth water transportation. Is Democrat But Cabell, alas, is a Demo crat (conservative) in a large ly Republican city with a GOP representative in Wash ington. He Is beginning his second term. On the personal side, Ca bell, at 57, probably is the poorest paid mayor of a big city in the United States. When the city council meets, he makes $20 a day under the council city manager govern mental system. He even has to pay his own secretary. The job costs him money. Luckily, he can de vote full time to it since he sold a string of drive-in groc ery and dairy stores and re tired before he ran for his first term. Hold Hearings The Civil Aero n a u 1 1 c s bureau will hold hearings this summer to determine whether Fort Worth's Greater South western International airport should be favored over Dal las Love field as a regional airport for the area. If Love Field loses, Dallas will be .ituck with a $45 mil lion airport and will lose a $35 million annual payroll. The Federal govern m e n t has moved employees who make a total of $4 million a year out of Dallas to other Texas cities. May Continue Cabell is afraid the trend may continue, because the government is building Fee? cral centers with excess ca pacity in San Antonio, Aus tin and Fort Worth. Dallas has been trying to get the government for years to start work on a projected $35 million Federal center in Dallas. The government al ready owns the ground to build a center but the pros pects for starting the build ing are not good. Being mayor of Dallas runs in Cabell's family.
